The below is the official document concerning the economic reformation of Salvus as instituted by Prince Lancel Hightower and Lord Treasurer of Salvus Abdul Mubdee.

Salvus Economic Reformation

The Salvus Economic Reformation is the institution of a new set of Tax Codes, Merchant and Trade Laws, Contract Obligation, and Land Sales within Salvus.

Tax Code

All tax codes are subject to change by order of the Lord Treasurer. Salvus citizens are required to be informed of any tax code changes.

Tax fines, as defined later, must be paid within two days of notice or property will be seized.

Property Tax

All homes within Solace city walls are to be taxed at a rate of 200 minas per elven week.

All homes outside Solace city walls are to be taxed at a rate of 150 minas per elven week, this excludes manors which are to be taxed at a rate of 500 minas per elven week regardless of their location in Salvus.

Failure to pay property tax for one elven week will require cause a direct fine of 200 minas on the land owner as well as the requirement to pay the tax must be filled, this is at referred to as a Tax Fine. If failure to pay the tax and the fine occurs the home will be seized as well as all valuables within it. If a Tax Fine occurs three times consecutively the home will be seized as well as the items within it.

The Shields of Salvus military force will still be taxed, however at a reduced rate of 50 minas per elven week, excluding manors which will be taxed at the normal rate of 500 minas.

Taxes will be collected at the end of every elven week.

Taxes will be collected through a chest system where taxes are placed in chests and directly collected from these chests.

If an absence occurs at the time of tax collection please inform the Lord Treasurer to avoid a Tax Fine.

Merchant Tax

Shops and Businesses within Salvus are required to pay a tax of 200 minas per elven week.

Failure to pay these taxes will result in a Tax Fine of 200 minas.

To ensure shops and businesses are creating a profit or actively participating in the economy it is required that businesses and shops keep a ledger that tracks sales and purchases that the shop or business makes. The ledger only requires 7 items to be recorded in the ledger pr elven week. Once these items are recorded for the elven week it is optional to keep recording the items for the rest of the elven week.

If a business or shop does not keep a ledger the business or shop will immediately be seized by the Salvus Government as well as its items.

If a business or shop fails to meet the 7 item quota in its ledger no penalty will occur. However if this occurs consecutively for two weeks the business or

shop will be seized by the Solace Government, however the items will not be seized.

Taxes will be collected through a chest system where taxes are placed in chests and directly collected from these chests.

Merchant and Trade Laws

Any shop or business accused of illegal activity will be put under trial by the Lord Treasurer if there is probable cause of illegal activity.

Any shop or business found guilty of illegal activity will be harshly punished as well as its owner or owners.

Contract Obligation

All contracts signed in Salvus must be honored unless the contract inhibits illegal activity.

If the contract is not honored or the contract is violated, excluding contracts voided by an agreement, harsh punishments will placed on the person our people whom did not honor the contract or violated the contract by trial before the Lord Treasurer.

Land Sales

In order to purchase a business, shop or home plot within Salvus a discussion must be held with the Lord Treasurer.

Home, Shop and Business plots are currently free in Salvus, excluding manors. This price is subject to change and Salvus citizens do not have to be informed when home costs are raised.

Farms plots are currently free in Salvus. This price is subject to change and Salvus citizens do not have to be informed when farm costs are raised.

Farm lands will not be taxed, but a payment of a quarter chest of wheat or melons to the Solace government each elven week. The excess crops produced by the farmer are under the ownership of the farmer.

The Home Entrustment Agreement is now in effect. This agreement states, "Homes are to be sold to all people, regardless of class, unless there is probable thought that the taxes of the home can not be paid or their home has been seized by the Salvus Government."

The Market Entrustment Agreement is now in effect. This agreement states, "Shops are to be sold to all people, regardless of class, unless there is probable thought that the taxes of the shop can not be paid, the items of the shop can not be sold, or their shop or business has been seized by the Salvus government."

This concludes the Salvus Economic Reformation. This reformation is subject to change.

Document of Home Ownership

As enacted by the Lord Treasurer of Salvus, Abdul Mubdee, as an amendment to the Document of Salvus Economic Reformation, the Document of Home Ownership states, as described.

After three weeks of tax payments on a home or manor without any Tax Fines, the current inhabitant may purchase the home or manor.

The purchasing price for a manor is 1500 minas.

The purchasing price for a home within Salvus City Walls is 700 minas.

The purchasing price for a home outside Salvus City Walls is 600 minas.

After the purchase of a home or manor, the home or manor will only be taxed once per elven month.

Manors will be taxed at the rate of 500 minas.

Homes within Salvus City Walls will be taxed 200 minas each elven month.

Homes outside Salvus City Walls will be taxed 150 minas each elven month.

Members of the Shields of Salvus will be taxed at a reduced rate of 50 minas each elven month, excluding the ownership of Manors, which will be taxed at the normal rate of 500 minas each elven month.

Failure to pay taxes on a home results in a Tax Fine.

If the Tax Fine is not payed within 4 elven days, the home as well as all items within the home are seized by the Salvus Government.
