So i start playing LOTC and i take a few mins to start the few things to start off with and two questions: How do i add skill points to my stats and i wanted to be a halfling so how do i adjust my height like i've seen in pictures and a couple tutorials?

Currently, there is no skill system in place so that should answer your first question.

 

You were probably looking at screenshots of someone using the mod 'More Player Models' which allow you to set your character up with different heights and body types.

Now then, onto the point I was going to make. This is not the section for support, maybe you saw and though this where you come for guidance. In a way, you are correct, this is the place where new player get guidance. But for support we have a support & assistance section where we can answer querys and close them easily.
