[Resolved] Bonemeal Problem

So, I have noticed whenever I use bonemeal on my crops, it doesn't fully grow them. Is this a bug or was this implemented to the server/minecraft?

I personally love it; it makes bones actual fertlizer in game instead of "MIRACLE GROW!!!" 

 

While yes I suffered a bit by this as I had to move a lot of items; maybe instead of taking it as negative RP it as using it to enhance the product; then watching as it aged...DOn't stand around mulling all day :)
