I. Concerning the definition of Tavern

A Tavern shall be defined, per exclusive use to this document, as any operating business that provides 2 or more of such listed services:

-Food for sale

-Alcoholic drinks for sale

-Rooms for rent or sale

-Gambling and/or Casino operations
 
-Smoking Room

II. Concerning the Operations of defined Taverns

Defined Taverns shall hereafter adhere to the defined operating protocol as listed below:

-Taverns must be open for six or more elven hours per elven day

-Taverns must employ at least five employees, providing for them a livable wage.

-Taverns must be profitable.

-Taverns must provide equal and unbiased service to all patrons.

-Taverns must have at least a single enclosed fireplace at least 6 meters wide.

III. Concerning the ownership of defined Taverns

Owners of Defined Taverns shall hereafter adhere to the defined ownership protocol as listed below:

-Taverns may only be owned by permanent citizens of Abresi. (One character only)

-Taverns are subject to be enterprised by the Imperial Treasury at any time if the Tavern does not adhere to the stipulations of this document, though not for post ex facto situations.

-Taverns that fall inactive for more than 1 elven week with no prior notification are subject to be seized by the Treasury.

IV. Concerning Health and Sanitation of defined Taverns

Defined Taverns shall hereafter abide to the Health and Sanitation protocols as listed below:

-Taverns must have a kitchen seperate from the counter or dining area.

-Taverns must have a public privy open to all patrons.

-Taverns must provide water free of charge to all patrons.

-Taverns must maintain a bug-free kitchen.

-Taverns preparing raw meats must house a cold room to store the meat.

-Taverns may not serve urine or feces in any form.

-Taverns may not prepare human, dwarf, orc, or elven meat for consumption.

-Taverns must submit to a health inspection every two elven weeks and must pass this health inspection.

V. Concerning Safety Protocol of defined Taverns

Defined Taverns shall herafter adhere to the Safety Protocol stipulations as listed below:

-Open fires are not permitted in Taverns.

-Taverns must submit to a safety inspection every two elven weeks.

-Taverns with kitchens must pass a fire inspect every elven month.

-Ladders are not permitted for public use in taverns.

-Knives, swords, hatchets, axes, crossbows, bows, and any other weapon may not be displayed openly in Taverns.

-Rooms for rent within taverns must include: a bed, a chest or closet, and a open-able window.

-Rooms for rent within taverns must not house: furnaces or fireplaces.

-Taverns must employ at least one guard for security.

VI. Concerning the limit of defined Taverns

-Up to a maximum of two taverns may be operating within Abresi at any time.

There will be a grace period of two elven weeks for currently operating taverns to conform to the procedures and stipulations as listed above.

I. Concerning the definition of Business

-A business shall be defined, per exclusive use to this document, as any organization that trades goods or services in order to turn a profit.

II. Concerning the limitations of defined Businessess

-Limitations of defined Businesses are as listed below:
 :A maximum of 2 blacksmithies producing weapons, tools, and/or armor.
 :A maximum of 2 general goods stores
 :A maximum of 1 tailor
 :A maximum of 2 taverns
 :Any number of custom stores so long as no duplicates exist

III. Concerning the ownership of defined Businesses

-A family or individual may only own one commercial plot.

-A noble of any human Kingdom may not conduct businesses of trade.

-Only citizens of Renatus or Ruska may own commercial plots.

-Owners revoke their contract of purchase if inactive for a period of one elven week without prior notification.

IV. Concerning the competition of defined Businesses

-Only Taverns may sell food and/or alcoholic drinks

-Only blacksmiths may sell weapons, armor, and tools

-General goods stores are not permitted to sell: weapons, armor, food, tools, alcohol, books, or clothing unless under contract with a corresponding business within Abresi.

-Undercutting between competitors is not permitted under penalty of 10,000 mina fine.

V. Concerning Traveling Merchants

-Traveling Merchants, as defined by those who sell goods with no storefront, shall pay a fee as yet to be decided in order for a permit to legally sell their wares within the city.

-Any traveling merchant who is active and has made over 5,000 minas in their trade may petition the High Treasurer for a reward or recognition of their skill in a manner deemed appropriate

VI. Concerning Merchant Stalls

-Merchant stalls are hereafter outlawed until such a time that such a feature proves useful.

-Merchant stalls will be torn down or converted into use in a manner deemed fit to the Treasury.

VII. Concerning the business of Residential plots

-A resident may not sell residential plots to any entity except for the Treasury.

-A residential plot may not house a business unless given approval by the Treasury.

I. Concerning taxation of residential plots

-Residential plots shall be designated into two distinct categories; homes and manors
 
-A home shall be defined as per exclusive use to this document as any residential plot housing at most three denizens and occupy a plot of no greater than 15 meters by 15 meters.

-A manor shall be defined as per exclusive use to this document as any residential plot housing at least four denizens and occupy a plot of no less than 16 meters by 16 meters.

-Homes shall be taxed at a rate of fifty minas per elven week.

-Manors shall be taxed at a rate of one-hundred and fifty minas per elven week.

-Undefined residential plots shall be taxed at a rate of seventy-five minas per elven week.

II. Concerning taxation of commercial plots

-Taverns shall be taxed at a rate of two-hundred and fifty minas per elven week.

-General stores shall be taxed at a rate of one-hundred and fifty minas per elven week.

-Blacksmiths shall be taxed at a rate of one-hundred minas per elven week.

-Custom stores shall be taxed at a rate of seventy-five to two-hundred and fifty minas per elven week dependant upon operation, at the discretion of the Lord High Treasurer.

III. Concerning plots

-A resident may not own more than one residential plot.

-A landed noble of any Kingdom may not own a plot in Abresi.

-An unlanded noble may own a single plot in Abresi.

IV. Concerning procedures of taxation

-Taxation will occur every elven week (on Sunday)

-Taxes not paid within two elven days will be subject to fines for each late day.

-Taxes must be paid to the High Treasurer either in person or via letter (either in-game or via forum PMs with a screenshot of the payment)

-Taxes may only be collected by the High Treasurer or his duly appointed collectors.

-Goods may be exchanged in lieu of minas at the rates as listed below:
Iron Ingot: 25 minas each
Gold Ingot: 30 minas each
Bread: 5 minas per crate
Other goods are at the discretion of the High Treasurer

V. Concerning Duties

-Merchants of cactus green or other smokables must hereafter apply for a permit from the Treasury to conduct the trade.

-A merchant of cactus green or other smokables must possess product for inspection at the time a permit is applied for.

-Possession of whale blubber is subject to to a ten-thousand minas fine.

-Animals without a owner are subject to a five-hundred minas fine.

-Spectral entities must apply for a haunting permit and are subject to a one-thousand minas unlicensed haunting fine without one.

-Smoking of cactus green or other smokables is subject to a five-hundred minas fine.

-Ships unaffiliated with the Renatus Navy docked in Abresi must pass an inspection and apply for a docking permit.

-Pirates are subject to a one-thousand minas fine.

-Possession of cactus green or other smokables is subject to a five-hundred minas fine.

-The Oren Guard and all associated titles are hereafter abolished, all material possessions to be delivered to the Treasury, and all former personnel to report to the Treasury.
 
-The City Watch is hereafter established, vested full trust and authority by the Crown in enforcing the King’s Peace, enforcing the duly written Law, and maintaining Order within the city of Abresi.

II. Concerning Authority
 
-The City Watch is the only entity entrusted with being the resident guard force of Abresi
 
-The City Watch’s sphere of enforcement is confined to Abresi, they hold no authority within the Kingdom of Renatus
 
-The City Watch is not permitted to kill unless attacked first under penalty of banishment or execution..
 
-A separate poster detailing information, recruitment, and other particulars of the City Watch will be made available shortly.

III. Concerning Knightly Orders
 
-Knightly Orders are not entitled to the rights of law enforcement within Abresi.
 
-Members of Knightly Orders may join the City Watch if granted leave by the Grand Knight
 
-Members of Knightly Orders are subject to the same laws and stipulations as are applied to all else.

IV. Concerning General Enforcement
 
-Masks and hoods as to conceal one’s face are not permitted under penalty of a two-hundred fifty minas fine.
 
-Donning armor of any grade above leather is not permitted under penalty of a three-hundred minas fine.
 
-Carrying any weapon of any grade openly is not permitted under penalty of a one-hundred and fifty minas fine.
 
-Each entrant must have a name and a business under penalty of a one-hundred minas fine.
 
-Pretending to be a guard is not permitted under penalty of two-hundred and fifty minas fine.
 
-Failure to comply with a legal command of a member of the City Watch is not permitted under penalty of a one-hundred minas fine.
 
-Possessing Adunian blood is not permitted under penalty of a tar and feathering.
 
-The tabard of the White Rose or Teutonic Order is not permitted to be worn publicly under penalty of a two-hundred and fifty minas fine.
 
-The stipulations detailed above are subject to modification.
 
-Post ex facto judgement’s may not be fined or punished.

-All settlements outside of Abresi under the Kingdom of Renatus are hereafter declared illegitimate.

 
-Settlements of any kind may not be constructed without the Crown’s strict approval.

II. Concerning Deconstruction

-All settlements outside of Abresi within Renatus must be demolished within the next elven week.

-Nobles may requisition the Treasury for aid in deconstruction.

-The Treasury will keep any and all materials it collects in de-construction.

III. Concerning Penalties

-Settlements will be forcibly demolished by the Treasury if the owner does not begin within the next three elven days.

-Nobles who do not comply or actively resist will face forfeiture of noble titles, seizure of all possessions, and a fine of 10,000 minas for every day after one elven week that their settlement is still standing.
 
-Nobles who can not man up and try to defect will face forfeiture of all land, possesions, and holdings.

-Unlicensed riding of a mount within Abresi is subject to a one-hundred minas fine and the animals being forceably escorted to the stables to be returned upon the owner leaving Abresi.

-Horse-wrangling is to be defined as the unlawful seizure of another mans steed.
 
-Horse-wrangling is to be considered as the most heinous of larcenies.
 
-Horse-wranglers are subject to a one-thousand minas fine, thirty elven minutes within prison, seizure of all property, and banishment from Renatus.
 
-Saddle-wranglers are subject to the above specified punishment.
