Upon the notice board of Haelun'or sits a elegantly written piece of parchment. It is encased within glass, the edges of this case are made of birch. It reads as follows:

A median title exists between the masters of diplomacy and military, whose identity is kept secret for reasons of neutrality; knowledge of this individual has been used in the past to gain political leverage, and not always through honourable means. They report directly to the Maheral, and formally have the most divulging relation in regards to valuable information. 
 
The Ceru'suliin shall be supplied a symbol, unique to he or she who holds the rank, only known by the triumvirate and Maheral.
 
Their existence is quintessential to the successful management of the city. Any requests from the council that would warrant suspicion are left to the Ceru'suliin to research; investigating motives and ensuring social balance is maintained.
 
The Ceru'suliin is also tasked with the maintenance of a pure council. It becomes his job to investigate and ensure the purity of not only the Tilruir but also the Triumvirate himself. The Ceru'suilin may do this in one of two ways: The first being presenting condemning evidence of the actions of an individual to the Maheral himself or by publicly revealing himself as the Ceru'suliin, this is to be used particularly in the case where the Sohaer is revealed to be impure. In the case of the latter scenario he or would immediately resign and a new Ceru'suliin would be appointed.
 
In the absence of a Maheral, interested parties are to approach the Sohaer who will act as the Maheral until one exists in the future. The holder of this position may occupy no other governmental office.
