better then seeing the same copied and pasted tree over and over again. If cities were closer together these areas would be active.. sadly were not in 4.0 yet where that issue should be mostly fixed.
Yet in 4.0, people are still likely going to flock to a single city and leave others empty 9/10s of the time.. So really, my bet's on you'll be stuck with the same **** in 4.0
