Would alchemy be able to change someones skin tone?

My character consumed a potion created by Cataris that infected him with Mortullis (sorta like Vampirism and i use that word loosely) it changed his skin tone considerably to a paler tone.
Oh it also reddened/ darkened his eye color-ish.

It is called, read the alchemy lore. You probably could make an oil for it, given you experiment and follow the alchemy rules.
