Is it possible to clean up some of the empty settlements or towns?. And is it possible to reform the way nations work? To make leaders more active. I believe this question have been posted before here. But I just thought I might write what I wanted to hear/talk abit about.

To start with you sound like a bit of a speshul' snowflake. Had to be honest. Mostly the childish players don't even pass the whitelisting process. There is some torture yeah but it is mostly behind close doors and functions like RP. The way you make it sounds is if people are actively searching for it. And ofcourse one can have a deep mental illness. But as far as I have seen people don't like those kinds of players too much. Especially if they play to much on it all the time. Hello! I am new here. 20 years old. Firstly I would like to apologize for posting on most of the things in Off-Topic forum in a matter of minutes but I found out my display name was my email.. Dumb me. Anyways. As I said I am 20 years old and I enjoy playing D&D at my local club. And playing the miniature game called Warhammer 40k. Some of you must have heard of it. I love it because it gives some system into the game so people don't just break open locks at first try. My father was a scribe for the local chief in the village. When I was 15 years of age my father sent me to the capitol to become a scribe like him. The city was beutifull!
