A letter is pinned to the Malinorian Notice-Board, the Lenniel Notice Board, and the Darkhaven Notice Board. Letters are also left by the doors of most citizens in each Settlement, some would notice quite a few halflings sprinting around the settlements, leaving letters at the homes.

 

Dear Pointy Eared Bigguns,

You are invited to the biggest party of your lifetime. HALFLING-FEST. There you can enjoy the way of life that the smallest race on Anthos has, shogging, boat racing, and numerous other pastimes will be present. It will be grand old time in Summerset Shire, take a break from war and bickering and sit back and smoke a pipe. If you wish to open a stall for the event please send a letter to Fumble Willowbottom. If you 'ave any questions to contact Fumble as well. All are invited, it does not matter rank, job, or race. May you come, party hard, and leave with your inner halfling unleashed.

Also if you used to have a halfling and have gone inactive on him/her or even has died you are encouraged to bring them back/play their ghost/ or make a 1-day alt to enjoy the fun!
