Starting in just an elven day, (23rd of Feb) Leanniel will be under a new economy. Your council and stewards have agreed on very light tax and have made a series of jobs available to you. Please continue reading so you understand the changes that are about to happen. A notice board inside the Hall of Labor holds the jobs and the Notice Board outside the tavern will hold news. Please refer to both.

 

Residency

As you walk through Leanniel you may have noticed that there are now signs stating house numbers and shop numbers. Contact your Steward of Housing, Quavinir Signus (goldensaint2?), if you wish to purchase or rent a house. You are now required to fill out an ownership form for your home. This requires information on yourself and any living in your home. Anyone not listed as a resident may be subject to a fee. This is to keep track of people so we do not charge you more on your taxes each elven week. Please keep this in mind. Taxes will be explained further down. Mailboxes will be provided for mail and tax notices.

 

Merchants

All shops are to carry a license of their shop, which will be filled out and given to their steward. Any shop found without a license will be subject to a fee. Licenses will be given out on the first day of taxation. The shop must give a list of what their product is, how many people they have employed, their general gross income, and who the owner is. All shops are required to hire at least 1 other to help them. Mailboxes will be provided for deliveries, mail, and tax notices.

 

The Employment

Leanniel now is offering jobs to those who want to pay their taxes. There are several jobs opening up in the Hall of Labor. Contact your Steward of Service if you are interested in a job. You will be required to keep up a quota each week in order to get paid. You will then be paid at the end of the elven week. (saturday). The more of each quota you do the more you get paid. Anyone with a job involving our resources will be given a license. This includes the tree farm, the crops, and the animal pens.

 

Resource Rental

In order to use the farms or animal pens for personal use, you must pay a rental fee. This is to ensure that we can pay our actual farmers for their hard work. If you are found taking any resource without valid License will be subject to a fine. The Gladewatchers will have the authority to hand out punishments for those without licenses. Licenses will be handed out by the Steward of Services.

 

Licenses

Shops and Resource workers are required to get a license to prove they have spoken to the Steward of Services and have paid proper fines for their activity. All licenses must be displayed or carried upon their person at all times. Shops are required to have it posted (sign). The steward of services will post the license somewhere visible to all to show the shop is sanctioned. Those gathering resources will be given licenses they must carry at all times. Anyone can ask for proof of license and any caught without a license is subject to punishment by the Gladewatchers.

 

Stewards

Leanniel now has two stewards among the council members. The Steward of Housing and the Steward of Service.

The Steward of Housing is in charge of keeping track of residencies within Leanniel. They record what houses are for sale, what houses are occupied, who lives in these houses. They then report the numbers to the council who then decide the tax on the housing. The current Steward of Housing is Quavinir Signus (GoldenSaint2).

The Steward of Services is in charge of keeping track of jobs and shops within Leanniel. They record how many shops there are, who has what job, how much they are paid, and that everyone is given proper licenses for their jobs and rentals. They also are required to make sure all deliveries make it to the proper location. The current Steward of Services is Z’ress Oussana (JadeKadoa).

 

The Taxation

Taxes are staying low to help keep ease for its residence. There are three kinds of Taxes. Housing Taxes, Shop Taxes, Rental Taxes.

Housing Taxes are based on size of the homestead. The larger the homestead the larger the tax. The base fee is between 40 - 100 minas per elven week. This is to pay for the housing that you live in. Then there is a Residency tax added to the homes. This is to pay for extra residents staying in the homestead. The base tax covers three individuals under it. So any home can survive on just the base fee. However any more than three there is a residency tax of 10 minas a person. The homeowner is in charge of making sure its residents pay their fee or they can pay themselves. However, children under the age of 15 years are exempt from taxes. Example. Average House 1 has 3 adults. Tax is 40 minas. Large house 1 jas 5 adults and 3 children. Tax is 120 minas.

Shop taxes are very similar to Housing taxes. Depending on the size of the shop is the tax. Shops have a base tax of 50-100 minas per elven week. If there are residents living in the shope, they are also subject to the Residency tax. Shops are also required to renew their license every year (2 weeks) at a cost of 100 minas. This is to ensure that you are staying active and making a profit. Any shop found without a license for half a year (1 week) is subject eviction and loss of their shop.

Rental taxes are to be paid every elven week in order to keep their license. This is to ensure you are paying for what you are taking. The rental tax is based on what you are doing. Farming for 1 average home is 100 minas per elven week. Where as the more you are taking the more you pay. Discuss the amount with Steward of Services to get a fair taxation. If you are found taking more than discussed, you may lose you license or be forced to pay a fine.

 

Conclusion

For any questions see your steward. Taxes are on the low side and are easy to pay. No one is exempt as it does pay for jobs. Please, if you have any comments or concerns, bring them up privately with your steward.

Casimir Valesmark, just returning from negotiations with the Conclave, sees how things have changed in Leanniel. Reading such announcement  in a public area. Casimir mutters

 

"Its good to be modern, but this is hinting towards Orenization."

 

He shrugs "Perhaps thats the only system that works." as he continues to walk. "For now."

Serenity reads the signs and posts, and she sighs. "Whilst I do not have a problem paying taxes, your system for gathering them will be horrible inefficient, and will gather you a bad name. But who listens to me? Nobody. Good luck on keeping up with them," she then signs her name below.
