Appointing The Okarir And Tilruir

By Order of the Hieal'thilln, mali'aheral are requested to read and declare themselves, if they see fit, as a candidate for a position in the Hieal'thilln. The positions are as follows:

 

Okariran

The translation of this title is: Master.

 

Seven (laier) officials shall be selected by the Mali’aheral to serve as the Sohaer’s executive cabinet.  The Okariran shall operate as advisory administrative authorities beneath the Sohaer, and shall perform his or her duties, should he/she be unable.

 

Therefore, all duties of the Sohaer are the inherited property of the Okariran in circumstances of emergency or absence.  Below are the designated duties of all Okariran, which must be performed whilst an active Sohaer is in power. Due to their great responsibility, citizens are encouraged to refer to them as “laurir.”

 

There are seven (banih) Okariran, known as the Okarir'mali, Okarir'indor, Okarir'leyun, Okarir'lliran, Okarir'tir and Okarir'akaln and Okarir’san. Each shall be given an individual profile.

 

Okarir’mali:

 

1.) Guidance. Guides the fellow servants in their duties and aids them as required.

2.) Greeting. The Okarir’mali welcomes all new citizens to Haelun’or and guides them according to their needs.

3.) Interaction. Interacts intensely with the citizenry of Haelun’or, ensuring new and old citizens are appropriately engaged.

4.) Service. Serves as a referral point for all citizens.

5.) Housing. The Okarir’mali also houses new arrivals and makes sure all citizens meet the requirements for citizenship.

6.) Documentation. It is the Okarir’mali who may deny and accept citizen applications, a duty shared with the Okarir’san, Okarir’leyun and Sohaer.

7.) Lands  The Okarir’mali also presides over all land within the borders of Haelun’or assuring that it is well maintained and orderly.

8.) Example. It is the Okarir’mali who serves as the example for the Tilruir of the lesser elven districts so they might know how to effectivly administer their people. The Okarir’mali may also guide these Tilruir so they better achieve their purpose.

 

Okarir’akaln:

 

1.) Finances. The Okarir’akaln presides over the finances of Haelun’or, assuring sufficient minas are stored for a time that currency may be required.

2.) Trade. The Okarir’akaln secures trade deals to procure for Haelun’or critical resoures the Silver Enclave requires and aids the Okarir’leyun in procuring fine wine and gourmet food for the inn.

3.) Crops. The Okarir’akaln presides over all farms of Haelun’or, assuring they are well kept, tended to and produce produce in a timely and effective manner to serve the mali’aheral.

4.) Quota.  It is also the duty of the Okarir’akaln to create quotas for farmers and miners to fulfill so that Haelun’or may be adequately supplied with critical resources.

5.) Assurance. The Okarir’akaln assures that books are provided to the library, food is provided to the inn and wood is provided to the Okarir’leyun and his/her assistants.

 

Okarir’san:

 

1.) Documentation.  The Okarir’san writes council minutes, summarizing each moment of the Hieal’thilln.

2.) Dissemination.  The Okarir’san releases these minutes in the public library for perusal each time.

3.) Communication.  The Okarir’san also communicates with all mali’aheral through the public domain, making sure they are content and passing their grievances on to the appropriate Okarir.

4.) Advertisment. It is the duty of the Okarir’san to publish all events and news on the public domain to make sure mali’aheral are ready for such events so they might attend.

5.) Documentation. It is the Okarir’san who may deny and accept citizen applications, a duty shared with the Okarir’mali, Okarir’leyun and Sohaer.

 

Okarir'indor:

 

1.) Eternality.  The Okarir’indor holds authority over the library, its management and the dissemination or lack thereof of all tomes within the library.

2.) Development.  The Okarir’indor works to develop the persuit of scientific research in Haelun’or so that the maher’sae of the maher’sae hiylun’ehya may be fully developed and pushed to new limits.

3.) Negotiation. The Okarir’indor has permission to negotiate with outside legal bodies about any affairs regarding the schools and colleges of Haelun'or or its colonies.

4.) Record keeping. It is the Okarir’indor who keeps record of any magic users existing among the Citizens and the spells they posses. This record will be kept in the private library for requested perusal.

5.) Protection. It is the Okarir’indor who also ensures magic is only taught and used by pure citizens within the home of the mali’aheral. It is to the Okarir’tir the Okarir’indor shall refer any unlawful magic users.

 

Okarir'leyun:

 

1.) Patronage.  The Okarir’leyun acts as a patron to innkeepers, engineers, actors and musicians assuring that the fine arts are developed in Haelun’or.

2.) Providing.  The Okarir’leyun assures that gourmet foods and exotic wines are avalible in the inn for mali’aheral consumption.

3.) Construction. The Okarir’leyun makes sure living spaces of various tiers are available for the mali’aheral.

4.) Maintinance. The Okarir’leyun makes sure the city is well maintained and appropriately developed for the mali’aheral.

5.) Eradication. The Okarir’leyun endeavours to eradicate homelessness within fourteen (telu vailu) kariman of its emergence.

6.) Construction. It is the duty of the Okarir’leyun to appoint and oversee building teams for the modification of the city.

7.) Modification. The Okarir’leyun makes sure no modifications to living spaces are conducted and any modifications are removed with haste within seven (laier) kariman.

8.) Documentation. It is the Okarir’leyun who may deny and accept citizen applications, a duty shared with the Okarir’mali, Okarir’san and Sohaer.

 

Okarir'lirran:

 

1.) Documenting.  The Okarir’lliran keeps a record of alliances and hostilities available in the public domain.

2.) Dissemination.  The Okarir’lliran provides copies of all signed treaties for perusal in the public libraries.

3.) Advising.  The Okarir’lliran advises the Sohaer and Hieal’thilln on beneficial alliances and political manouvers.

4.) Communication.  The Okarir’lliran assures relations with other factions are maintained by sending out frequent convoys and messages.

5.) Protection.  The Okarir’lliran protects elves from unfair prosecution beyond the Silver Walls of Blessed Haelun’or.

 

Okarir'tir:

 

1.) Leadership.  The Okarir’tir leads Elsillumiran of Haelun’or who protect our Silver Walls.

2.) Guardianship.  The Okarir’tir will allow no pure blooded citizen of Haelun’or to be harmed by the Sillumir of Haelun’or.

3.) Implementation. The Okarir'tir implements the Silver Laws of Haelun'or and the wills of the Hieal'thilln through his/her actions and the actions of his/her Sillumiran.

3.) Mitigation and Minimilization.  The Okarir’tir attempts to minimalize the chaos caused by impure and lesser races in the home of the mali’aheral.

4.) Justice.  The Okarir’tir is charged with writing up appropriate punishments for violations and ensures such documents are up to date in the public domain and library. Major crimes require a council of Parir’tir to be assembled who are selected by the Sohaer.

The declaration of candidacy must be accompanied by a short speech as to why the elf feels they, themselves, are qualified for a particular position. The Hieal'thilln shall then convene and select those to join the Blessed Silver Council of Haelun'or. The current Hieal'thilln members must confirm their acceptance of their positions.

"As many of you know, my name is Dasyra Linath. I wish for the position of Okarir’san."

 

She would pause, allowing the crowds to settle further from their mumbling, figgity state. 

 

"I believe I've yet to show all I'm capable of, the only evidence of my work being 'Heya'san ito Nae', yet another article is in the works and should be released later this elven day. Speaking further of the roles involved I already have experience 'live writing' as somebody speaks, as during the few interviews I've had little trouble quickly recording all things said and done during such.

 

Going outside the role, I've lived within this community for many years, contributing.. very briefly to one of the Tilruir roles yet also have it removed.. very.. quickly. I've made relations with many of you, many know my name, may that be for positive or negative reasoning I do not know. However, I would hope my experience both within the cihi's of the mali'aheral and out will assist me in making the most accurate decisions in terms of voting, and putting ideas forward."

 

Would nod once to the crowd, forcing a smile to surface upon her lips.

Following that, she quickly removes herself from the stage, allowing any others to take their place atop it.

Throughout my time as Tilruir'nor I believe i was able to complete many if not all of the tasks assigned to me and though I am still young and have much to learn, but I believe that through hard work and an open mind to listen to those more knowing than me, I do know I can do wonders for the Mali'aheral of Haelun'or."  Finishes her speech waiting nervously and any to ask questions of her, If any.
