Edict Regarding Haelun’or
 
-       It is hereby declared that a listing in the Book of Grudges is to be made against the state of Haelun’or for its aggressive and unwanton actions during the course of the war with the Imperium of Oren, as well as its past transgressions regarding the art of golemancy. As such, the terms of the previously signed Treaty of Lin’averal are hereby deemed null.
 
-       It is hereby declared that a listing in the Book of Grudges is to be made against the state of Haelun’or for it's breaking of the Treaty of Thales, lacking the required apology and closing off areas to dwarves. As such, the terms of the previously signed Treaty of Thales are hereby deemed null.
 
-       It is hereby declared that all High Elves or individuals known to affiliate themselves with the state of Haelun’or, are banished from the territories of the Grand Kingdom of Urguan. Refusal by any individual to comply with this edict shall be met with a swift execution.
 
-       It is hereby declared that all trade and commerce with the state of Haelun’or or those individuals known to affiliate themselves with its government, is deemed banned. Failure by any dwarf to abide by this edict shall result in a large fine or possible imprisonment.
 
-       It is hereby declared that any and all trace of High Elven culture or influence within the borders of the Grand Kingdom of Urguan, is to be sought out and eradicated by the High Prophet and his holy order of the Kirkja Dverga.
 
-       It is hereby declared that the art of golemancy is fundamentally dwarven by divine right of nature and as such, cannot be entrusted in the hands of the dishonored state of Haelun’or. Therefore, any and all High Elves known to practice its art, are to be executed on sight while travelling through dwarven, neutral and unclaimed territory.

Aedan walks up to the nearest dwarf and asks politely. "Does your edict's fourth statement mean all high elves are banished, or just the Mali'Aheral and those affiliated with Haelun'or?" he pauses briefly, "What if there's a high elf who is not affiliated and has never welcomed the Haelun'or nonsense with open arms, one that remains true to the old principles and ethics of Aegis?"
