Phaedrus seems to be standing toward the back of the cathedral, holding a piece of parchment on top of a wooden board, scratching away at it with his quill. He offers no true reaction as he listens on, besides arching his brow periodically, or pursing his lips slightly.

Dak'ir's eyes flicker to Phaedrus as he enters.

 

"Glad you could join us, Phaedrus. Anyway, it seems we're at an impasse. Mizziyrn and Arveldir are my counsellors as I pointed out and Alakagh is my commander. Arveldir? Care to break this tie? If you take Mizziyrn's side we will leave the gate open for about an elven week. If not, then it shall remain closed."

Arveldir leans back in his seat, and as he speaks he keeps his arm wrapped around Yaehahn.

"I say we keep the gate opened, but if we should then I would propose a certain compromise. The gate should only be kept open, as long as a Div'cruan is on duty, and if they go off duty then they must close the gate first. This incase an undesirable enters our home, it can be dealt with. If all goes well for a time, then perhaps we could keep it opened more permanently. But I remind you that the lives and safety of our kin is paramount,"

Arveldir glances over towards Phaedrus softly before he continues.

"We defend our own before any other. I think we can all agree on that, so open the gate, if anything should happen, we keep it closed."

"Excellent. Then we'll go ahead with the gates then. I'd like any reports of mishaps of course. Now before I move on to laws. Just to touch on the subject again, seeing as I was mulling over the though. What do you say to Vindicator replacing the Ihnsil’vira and either Neophyte or Preserver to replace Llum'mirue?"

"The new name, Neophyte, does fit for the lowest rank, since they are novices in a sense; however, I'm not sure if we should rename Ihnsil'vira to Vindicator. Do you have any other suggestions?"

"Well Neophyte does basically mean initiate, but we can figure out new ranks eventually. The sooner the better." 

 

He clears his throat, adjusting his jacket.

 

"Now, we'll be moving on to how we are to handle punishments within the hollow. This may seem a bit brutish. But to those who would even commit these acts deserve such. Branding will now be issued to criminals of the Under City. Different symbols will be branded to their bodies corresponding to their crime. For example thieves and robbers will have their hands branded with an emblem such as this..."

 

He holds up a scroll, unravelling it.

"I will pass on the other brands to the Div'cruan and make a public notice soon. And I believe it goes without saying that should you do something stupid enough, a public beating or lashings may be in order."

"My lord, that symbol is too attractive to work as a punishment. I suggest the image of a baby horse with a rainbow coming out its ass, or something else that's complete trash. Something people do not want put onto their flesh."

Alakagh faces Mizziyrn with a frown."That seems to be too silly of a punishment, Mizziyrn! Also, how can you make a rainbow by branding?"

Alakagh faces Veldryn. "That punishment will not make the criminal learn his lesson. It needs to be more severe."

Alakagh faces Dak'ir with a grin. "Let me add more to your suggested punishment. We could cut 3 of their digits off for each crime they did. I believe the branding and cutting the digits will teach them a lesson."
