So again stood the Weeping Swordsman, Silir'ilume, before a forum of his peers, his fair visage wrought with joyful purpose. He strode back and forth between the assemblage, his robes rippling in his wake. The golden embroidery of his garb refracted the light, casting radiant fragments over those present. His pace slowed and the elf held his place for a moment, before deigning to raise his hand in emphasis and splay his thoughts for the world to hear.

"We have languished too long in our stagnation, my friends, and our frames of leadership have remained dormant. Reform must be swift in these times, and it must accompany our ascendance to enlightenment as a civilization. As we rebuild our magnificent city, so too must we rebuild the fabric of our government and our society. Our reforms must maintain the sempiternal wisdom of past mentors - a palimpsest of the precedence that our glorious community so fervently attended to with such brilliant enthusiasm. Display not insouciance in thought, my friends, but spur yourselves into purposeful action. Throw your collective wills behind this declaration - this 'imperative of reform' - and let it be known that the children of Larihei desire, with great passion, a reformed executive and administrative structure to fit this new epoch.

 

Do you dispute this simple declaration?"

 

The Weeping Swordsman bows his head and forfeits the floor, inviting any of those who might wish to speak to stride forth and convey their thoughts - be they in contest or accord.

 

[understandably, this is a discussion taking place within the boundaries of Haelun'or - thus, it is fit to conclude that those not present in the area would not be able to participate.]

Mediliyur stands taking the floor before speaking briefly before returning to her seat

 

"I may be still a young Mali compared to some of you though, the system designed for us in Tahn'siol seemed to work very well, having the elected Okarir complete the different jobs around the city as they need be completed. Along with our method of election and voting these both seem to be very well designed systems of choice for which the mali of our great cihi can show their support for those wishing to try out for the positions of leadership. I call for the reinstatement of the Okarir system along with a Sub system for which the okarir will have someone to fall back on if their work loads become too great for them."

 

Mediliyur nods to the mali listening to her before returning to her seat hoping what she said is favored.

Meanwhile. Instead of wasting time talking about how reforms would be good, the Maheral is actually preparing them.
