Germany is taken, but there are still nations in Europe that are available!

France (although France is currently getting beat down in a war so might not be best choice). Most of the Balkans, except Greece and Turkey, West Ukraine, and Hungary.

Also something that might interest you is the New Californian Republic, just broke away from the US. 

Israel is available, so is North Korea. There is an Indochinese Union made up of Laos, Vietnam, and Cambodia that you could play.

There is also most nations in Africa and South America available to play, none of which are underpowered and couldn't be important.

Personally I'd promote the NCR, Indochinese Union, or Brazil. Your choice though!
