An interesting situation presented itself where segments from the Ellir Reform have stumbled on some resistance upon its reintroduction. This is somewhat understandable, if the context of the reform is lost on you. This certainly is a different time. Allow me to explain the context of the citizenship requirements as the Reform imposes them:

  • Very few, if any, Citizens were able to hold full conversations in Elven, nor were they expected to.
  • Separate residency was made available for those who did not (yet) fulfil requirements of full citizenry. You could be a pure-blooded resident of Haelun'or without being a 'Citizen'
  • A full-class 'Citizen' held significant political power through active voting rights, and the council's power was allayed.

Significant decisions, for example a declaration of war, were left as a vote to the citizenry. It doesn't take a genius to point out the folly of leaving the choice to risk many pure-blooded lives to the whims of those who did not even care enough about the High Elven culture to learn the correct spelling of 'Mali'aheral'.

Furthermore, a Citizen is expected to represent Larihei's legacy. If you speak less of the Elven Tongue than a cheeky goblin, if you respond to "Karin'ayla" with "Creator bless you", or ever uttered the phrase "Mar'sai hiylun-what-a?", you're just an embarrassment.

Also, the purity standards of the Ellir Reform are infinitely more wise than measuring it by how rude you are to Wood Elves, which has long been the alternative. Perhaps these new requirements will allow Mali'aheral to let up on the requirement of xenophobia which has caused hostility and the repelling of many promising citizens.

Those who did not fulfil the full requirements were tolerated, accepted even, but Haelun'or does not accede to those who do not show the proper reverence. Nor should it. Citizenship of the Silver City is something to be respected. Pure blood is necessary, not sufficient.

Iatrilemar reads the passage with a smile & the glint of a single tear in his eye "Beautifully articulated." He then takes the time to write down the passage word-for-word before rolling up the parchment and sliding it into the inner pocket of his coat.
