The Council of Seven

 

Within the city hall of Felsen, the ruling aristocracy has gathered to discuss matters of import. At the helm of the table sits the Grand Mayor himself, his councillors lining the table downwards. Bowls of pastries, fruits and sweets are within reach and servants stand at the ready to fetch whatever the councillors would need, be it wine, documents or guards should the need arise.

 

As the bells of the cathedral chime in the twelth hour, Grand Mayor Karl rises from his seat and bangs his gavel into the sound block.

 

((Keep in mind this is an FRP for the councilmen of Felsen, unless you are one of these or have been invited to a meeting then you may not post !))

Karl clears his throat, looking over his peers as he rests his gavel. 

 

"Good men, I hereby call in the first meeting of The Council. Let the records know that it is the 10th of Snow's Maiden in the year of our Lord 1567.

Our first order of business is where the revenue the stewards collect shall go. I am of the persuasion that the gold goes to our good city clerk, to make the coin is easily available to both the city and His Imperial Majesty. What say you, good men?"

Arnorian hums and haws for a moment, then speaks.

 

"I think the fewer times the tax-money changes hands, the harder it is for people to lose, or embezzle. One man with one very important job sounds like a proper good plan to me.

 

I vote AYE."

Niklas bites his lip at the proposal, leaning back in his seat as he speaks,

 

"Oftentimes the City Clerk is a temporary position, one easily changed at the will of the Mayor. Having the Clerk be the sole proprietor of the City's funds could be disastrous, should they desire to leave. Vote nay.

 

Instead, I propose that we construct a vault with a combination known only to myself the Lord Steward, the Mayor, and the City Clerk. The combination changed each time any of the three vacate their seat."

Piero Gradic stands up, he adjusts his hat before clearing his throat, he begins to speak.

 

"If we simply make sure the Imperial liaison and the mayor keep close oversight of the position it could be functional. With these well appointed men deciding who should be the City Clerk I have absolute faith in the position serving in that capacity."

 

He pauses, "With that in mind I vote aye."

Robert stands, looking around the room before he speaks,

 

"On be'alf 'v th' rich in Felsen. Ah vote Nay. We want our gold t' be kept safe from others." He faces toward Niklas, "As 'e said before- th' Clerk could easily take our gold 'n spend it as 'e likes if fired 'r just leaves." Rob clears his throat and nods at Niklas, "Th' vault would be th' best idea, fer safety."

Edmond J. Manston reclines slightly in his chair, he glances to the men at the table before adjusting his suit collar. 

 

"Gentlemen, I do believe that it would be in favor of both Empire and City if a vault was constructed. The possessors of the vault would in turn be the Mayor, Lord Steward and City Clerk , just as the Lord Steward has proposed. And so, I must say Nay to the original motion and I second the Lord Steward's proposal."

Markese stands up from his seat, his fresh burn scars clearly visible on his face.

 

"I wish to file a motion for militant reforms. My reforms would involved a professionalization of the Guard into a professional brigade, but also eliminate many of the Guard's ranks.

 

The second part of the motion would be the formation of a citizen militia. These militiamen could hold jobs otherwise, not be subject to uniforms or much work other than some training, and would promote patriotism and civil service.

 

I vote aye, obviously, and I hope you can all see the rewards of such an innovative military reform."

"I too vote aye, the benefits are many, and it is purely a sensible reform."
