Behind the main desk of the Eternal Library would sit a strongbox labelled 'Silver Council Meeting'. Said document would be publicly available to the first class citizens on request to the librarian, who would seem necessary to extract said text for a brief reading. The following would be seen by such fortunate individuals:

Silver Council Meeting:
5th of the Amber Cold, 1567

Present Councillors:

Maheral Lelien Synalli
Tilruir’mali Indor Maehr
Tilruir’tir Arche Raell
Tilruir’indor Valmir Synalli

Tilruir’leyun Gildor Glaeus

(By verdict of Elmaheral, the meeting was to continue despite the absence of  Elsohaer, Tilruir’nor or Tilruir’llir - though some did arrive during the discussion).

Inquiry one:

The call for replacing the Tilruir’tir due to stagnation and inactivity in his post, brought about by the Tilruir’mali, whom stated:

“It has been brought to my attention that Arche seems not to be around for a good bit of time. Now, I feel the vigil is fairly strong. Arche has done a great job, it has also been said about a possible reformation, including new uniforms and stricter punishments.”

To which the Tilruir’tir did respond:

“The maintenance and reformation of the Vigil is the domain of the Tilruir’tir. It is not the matter of the council.”

The Tilruir’mali:

“Exactly, and that is why we are on this topic. So if anyone has any thoughts on this, speak now!”

The Tilruir’leyun:

“If I may interject, why change something that is still clearly strong and going strong?”

The Tilruir’tir:

“You do not quite comprehend. The Council, being a non-voting body subject to the Sohaer… Has no bearing on the Vigil.”

The Tilruir’tir then diverted instead to the subject of demanding Elmaheral’s present bodyguard to depart, which lead to much dispute about present Vigil members also; Something not deemed relevant enough to the meeting’s drive to be chronicled, however it should be known that for reasons unknown the tangent resulted in the arrest of an unknown mali’aheral claiming to be a first class citizen, on the accusation of ‘treason’...

Eltilruir’mali:

“Shall we continue? Alright. So if no-one has any more comments on Eltilruir’tir, Arche shall remain!”

Elmaheral:

“I have no vote on this, yet I would like to state my views on the Tilruir’tir; The Tilruir’tir is competent, yes. I however do not believe he is a proper rolemodel to those new to Haelun’or. Your recruitment numbers are outstanding, yet because you are the first person the recruits meet, you are who they copy. Your values are strong, yet you show them as violent.”

Eltilruir’tir:

“Forgive me, dear Maheral, for engaging in that which does cause our kind to weep. In the future, permitting, I will opt not to use violence and permit the Wood Elves, Orcs and all kinds of other savages to have their way with the citizenry. You, dear Maheral, are a guide. I am one who enforces the Law. It is your duty, not mine to ensure that the citizenry - including the Vigils - are productive and competant. It is thusly your failing, and not mine, if you dislike their values.”

Eltilruir’leyun expressed agreement, Eltilruir’mali revealed signs of discomfort before Elmaheral’s response:

“Seeing that I have only been in office for an Elven day, this is now my mess to clean up from before me. This dialogue that I have started is to fix this, I do not mean this as a slight of your person, but as advice. The new recruits look up to you, I say this as a step to fix what I see as an issue.”

Eltilruir’tir:

“Do you know that in the cities of old, Maheral, the Tilruir’tir did not have a seat at our fine council table? A result of our fiine First Schism.”

Elmaheral:

“You know well enough that I do not wish harm upon our citizens. I simply advice not to immediately attack when speaking could still solve the issue.”

Eltilruir’tir:

“If it is your intent to play a game of politics with me, you will achive nothing. I am no politician. I have but one purpose.”

Elmaheral:

“I do know this, yes. This is no game of politics Tilruir’tir.”

Eltilruir’leyun:

“Who would you replace him with then? Lysio? The one who would surely make them be jokes? The one who only trains them and does not recruit them… I say ‘train’ loosely because teaching them to cook pancakes is barely notable training.”

Elmaheral:

“I have no power over you, simple advice.”

Eltilruir’tir:

“It is you passing off the failing of the office of Maheral on to me. But, this conversation achieves nothing.”

Maheral:

“No, it is not.”

Eltilruir’tir:

“Let us move on, hrm?”

Eltilruir’leyun:

“Arche is the only choice.”

Elmaheral:

“You misunderstand me entirely, Mr. Raell.”

Eltilruir’leyun:

“Are we ready to move on?”

Elmaheral:

“No. I wish to have my statement heard clearly; Mister Raell. I do not see this as your failure at all. It is a combination of many factors that have lead to this, not all because of council members, also external factors. This is simply a step I wish to take to aid the State.”

Elsohaer then did enter, requesting Eltilruir’indor to move and resulting in a significant portion of the meeting’s discussion to be lost, causing an unfortunate lack of continuity. To be brief, he went on to praise the Tilruir’tir by asking all members present if they were “Mali’ame assassins”, thanking him for his work protecting the state.

Elmaheral:

“May I ask a question to you all? One simple question? Do any of you not want me here? If you do not, I will gladly leave. Well?” She stood.

Eltilruir’leyun:

“If I may speak Maheral?”

Elmaheral:

“Go on.”

Eltilruir’leyun:

“I feel as though overstepping council positions and duties is meant for other people in your own crusade is where the skewed feelings are building from.”

Elmaheral:

“Have you never read what my position is for? I give advice, wisdom.”

Elsohaer:

“May I offer a bit of wisdom?”

Eltilruir’leyun:

“I know it is not meant to overstep the top power of the Sohaer.”

Elmaheral:

“I have no vote in this, as I have said before. Is there any overstepping happening? I gave what my thoughts on what is occurring, which is all I do. I am not throwing Arche from the council, simply giving advice. Guidance is the first of my duties in the law book. I cannot take power. Do we understand now what my position is?”

Eltilruir’leyun:

“We all know what you want. Do not think us all foolish.”

Elmaheral:

“What do I want? Do tell.”

Elsohaer:

“Bringing faceless guards with polearms to a meeting among supposed lliran makes people uncomfortable.”

Elmaheral:

“Then leave, guard. One must only ask.” The bodyguard did depart.

Elsohaer:

“With respect, that does little to diffuse the situation.”

Elmaheral:

“Do you truly believe I wish you gone, Kelthran?”

Elsohaer:

“Of course not. It’s as if I brought dynamite into the room, and told someone they need only move it.”

Eltilruir’leyun:

“I respect the Sohaer enough to not say my mind.”

Eltilruir’mali:

“Ok we can hold the insults and what not for after this meeting; We have other topics to discuss.”

Inquiry two:

The possibility for more democratic behaviour in Elcihi, brought about by the Tilruir’mali, whom stated:

“So! Let us continue, shall we? Next topic at hand, the voting process of the council, it has been mentioned a possible approach for a bit more democracy. Thoughts?”

Eltilruir’leyun:

“I trust the Sohaer enough to lead us.”

Eltilruir’mali:

“I have to agree here, I have yet to see anything happen in a negative way with the Sohaer in charge.”

Eltilruir’tir:

“More democracy? We should remove the requirement for Tilruir to nominate council members.”

Eltilruir’mali:

“I have no opinion on the matter so i’ll side with the group.”

Numerous Silver Council members then dispersed, re-addressing the earlier issue of the mali accused of treason in the floor below. Eltilruir’llir did enter. This discussion went on to offhanded mentions of trade - something again deemed too irellevant to the meeting to be chronicled.

Meeting concluded. Documented by Eltilruir’indor Valmir Synalli. Declared to be publicised in The Eternal Library for the citizenry, though under some minor adjustments requested by Eltilruir'tir,

Following the reader's completion, The librarian would return the document to its rightful place under lock and key.

Somewhere Irhamir would mutter something about a useless nor.
