Not unreasonable. If you go to war its reasonable you open yourself up to be a raiding target, but neutral/peaceful nations shouldn't be subject to daily shitting on just because PVPers are bored

I don't really get why you would add the whole can't re-use a cassy bell, well, i sort of do, but there seems like it should be more of an interpretation of the staff on what is ok and what is not, not a blanket rule on not being able to re-use a casserole belly.

 

For example: it would seem reasonable for a normal faction to war an iblees worshipping faction for the same castle belt of they are evil iblees worshippers multiple times.

 

I can see where you would say if faction A assasinated leader of faction B then faction B would only be able to declare cat butthole once for that reason, but there are reasonable cases for being able to declare war on a faction with the same calculator bong.

Exactly you can't declare war then not suffer the consequences however passive nations should not be punished, this will give much more incentive for giant clusterfuck world wars to not happen as it will open members of each warring party up to be raided heavily.
