EVANGELIUM DIVINI SECUNDUM PALATINATE

PROCLAMATION OF THE SECOND HOLY PALATINATE

Through tedious, well-hearted negotiation and long sessions of partition, the Crown of Lotharingia and the Church of the Canon have come together in proud agreement, to declare…

 


 

The barony of Ponce, donated in the First Golden Bull of Mont St. Humbert by King Otto I, and the County of Cleves, protected by the citadel of Albigense and the Black Sepulchers, shall be forever unified under the Second Holy Palatinate of Hesseltine. This ecclesiastical state shall, in accordance with tradition, remain independent of all secular nations. Its intentions, its affairs, and its peoples will not feel the pull of secular crowns.

 

In addition, the Second Holy Palatinate of Hesseltine, comprised in the northwest quadrant of Lothar’s Basin, and the Kingdom of Lotharingia shall be unified in a mutual defensive alliance when foreign invaders breach the gateway to Lothar’s Basin, through Brigand’s Pass directly northward of Ponce, or by any other means of aggressive expansion. Furthermore, His Holiness, Clement II, does see fit to reach a contract of open-borders, free-trade, and shared-knowledge of the two states. For the foreseeable future, Lotharingian lawmen will have the ability to enforce the laws of the Statute of Metz, due to the de jure jurisdiction of the Crown in the former County of Cleves and Barony of Ponce. So long as citizens of the Palatinate are not arrested, without correct approval from the Church. With this act, prisoners wanted by the Crown of Lotharingia shall also be extradited to Metz for Royal Trial. 
In negotiation, it has been arranged for a Royal Legate to be seated in the court of the Pontiff to see that the will of the neighboring Kingdom is shown in proceedings which will affect it.  

 

Through this accord, the Independent Ecclesiastical State, The Palatinate of Hesseltine, is established.

The Ecclesiastical Arms of the Holy Palatinate of Hesseltine encompassing the Abbey of Ponce, the County of Cleves, the Prince-Bishopric of Mont St. Humbert, and all lands under their jurisdiction. Being the two founding holdings, Ponce and Mont St. Humbert, unified by the arms of Clement II and the colors of the Hesseltine region.
