The Amended el’Naeri Evarir Act

The el’Naeri Evarir act establishes the relationship between the wood elven priesthood of el’Naelurir and affirms their theological right to maintain the faith and tradition of the mali’ame people within their homeland against forces and entities antithetical to the mali’ame way of life.

 


1.
The Princely Council of the Dominion of Malin is required to engage in open dialogue with the Archdruids of el’Naelurir when deciding the status of a non-descendent being’s legal status within Irrinor, to ensure unnatural affronts to the Aspects remain outlawed and beings in-line with the Natural Balance are given safe passage.
   
Currently accepted protected creatures in Irrinor are stated as follows:
    Creatures of the Fae (Sprites, Cervitaurs, Satyrs)
    Azdrazi
    Bryophites


Currently restricted creatures in Irrinor are stated as follows:

Zephonim

 

 


2.
The Druidic Elven Priesthood of el’Naelurir hereby forms an internal sect within its ranks known as the Order Ikurnamon. Naelurir of this sect are sanctioned by Dominion Crown Authority to enforce the protection of the Aspectist rite and mali’ame identity within Irrinor, under the following circumstances and terms:

Intentional slander towards the Aspectist rite or active attempts to sow sedition, disparaging conversion, or encourage oathbreaking among the mali’ame people or any other worshipper of the faith.
    <>Minor punishment
    <>Major punishments for repeat offenders

Use of illegal magics without knowledge of the law in a non-violent context.
    <>Minor punishment

 

Use of illegal magics in a defensive manner when unnecessary.

<>Minor - Major punishment depending on degree of misuse

   

The attacking or harming of a protected creature within Irrinor unprovoked.

<>Minor - Major punishment depending on situation and harm caused

Use of illegal magics, without knowledge of the law, in a violent, offensive context.
    <>Minor - Major punishment depending on danger posed to citizenry

Use of illegal magics, with knowledge of the law, in a non-violent context.
    <>Minor punishment
    <>Major punishments for repeat offenders

Use of illegal magics, with knowledge of the law, in a violent, offensive context.
    <>Major punishment.

Being an undead, cursed being, or holder of any dark art.(1)
    <>License to kill. Kill-on-sight

Being a non-descendant being deemed unnatural to the balance.
    <>Removal from city - kill if creature poses active threat, refuses to leave.(2)


 

(1)Applies to Frost Witches, Shades, Liches, Darkstalkers, Necromancers, Dark Shamans, Paleknights, Wraiths, Gravens, Ghosts, etc. Ferals exempt by virtue of being Mani servants, transformation laws applied to them still.

(2)Applies to Zephonim, Muyakelgs, Alchemical Chimeras, Homunculi, any and all creatures of Arcane/Voidal Make
Refusal to abide by minor punishments given will result in banishment removal from the city until the punishment is fulfilled


Citizens of Caras Eldar cannot be banished without High Prince authority
Foreign dignitaries may not be banished without High Prince authority

 

Punishments are defined as follows, and enforced under the applicable conditions above:

Minor Punishments
Includes fines not exceeding 500 minas, whippings, and community service.

Major Punishments

Includes branding, maiming, fines not exceeding 2000 minas, banishment


Only one punishment may be administered per infraction

 


3.

The Naelurir will make it their theological and spiritual duty to perform two or more public rituals, ceremonies or festivals to maintain the faith’s active presence outside of law enforcement.


The Crown Authority of the Dominion provides el’Naelurir with the space and venue to perform these events and the material needs required, if necessary and within reason.
 


4.

A federal law will be written and passed within 4 Elven weeks to assure that any violators of one district’s laws will be held accountable city-wide and will be returned to the district in which they committed the crime for punishment. This is so that a violator cannot simply go to another district to escape punishment.

 


5.

The Order Irrinites, by virtue of being armed enforcers, are bound to both fight for the Dominion Crown in times of war, and rally to protect the city should it be in imminent danger. On the condition both of these duties do not compel them to betray any core tenets of the Druidic patrons.

Quavinir worriedly reads the act, sweat beading down his forehead, until he reads his own exemption. Upon reading his own exemption he wipes the sweat from his brow, releasing a loud, relieved sigh.
