[!]Letters are sent to all the halfling villages and settlements of the continent bearing the sigil of the Confederation of Hammers:

 

 

To all Halflings we the at the Confederation of Hammers would like you to join us as fellow descendants of our father Urguan. It is with great pride we extend our hand to you all. In our lands halflings will receive protection from raiders and constant fluid trade. Halflings will also be granted two council seats in our government and be treated equally to any other dwedmar. Culture and religion of the halflings will be respected and no attempt of dissuasion will be made to make them forsake their ways. Every halfling will be granted a patch of land and the builders of the confederation will help build your borrows if needs be. May we have a grand and peaceful future.
