PORPHYRE NICEPHORE FOR MAYOR, 1768.

 

Porphyre Nicephore has been a resident of Helena for over twenty years. He has a history of service to the Empire nearly as long, and currently serves the Imperial Constabulary. He represents the Company of Ironmongers, Blacksmiths, and Founders in the upcoming election for Lord Mayor of Helena.

 

Porphyre believes Helena is the most prosperous city on Arcas, and this means it should be the safest to raise a family. With the tremendous power of Helena’s united citizenship, the city will overcome the recent recession and create a metropolis that awes the world. 

 

A Safer Helena,

The Nicephore mayorship will ensure that the gates are manned and the streets are patrolled. No Helenan citizen should be made a victim of violence, and no criminal should be allowed to walk our streets without fear.

 

Helena’s St. Amyas Hospital has been criminally understaffed for too long. Working with the Company of Barbers and Surgeons, a Nicephore mayorship will return the hospital to working order, and train a new generation of Helenan doctors.

 

A Better Helena, For Families.

For too long, Helenan families have struggled to find affordable accommodation. Overcrowding and predatory rent-seeking practices, along with a disastrous property tax hike, have kept a decent standard of living out of reach for many. 

 

To ensure that Helena remains a city where people live comfortably, the Nicephore mayorship will pursue legislation that protects new homeowners from evictions before their first year of residence. We will reverse policies that prevent property owners from subletting their homes, and we will do away with stewards’ cuts on the sale of citizens’ lawful property. 

 

In addition, we will pursue expansions to the city for all citizens. The Nicephore mayorship will fund the construction of additional middle-class housing near Barrow Bayside. This housing will be provided to families at low cost, ensuring that every citizen has a roof over his or her head. We will expand the common farms, to ensure there is food cooking on every hearth.

 

A Merrier City,

A Nicephore mayorship will celebrate our mighty city by throwing an all-citizens’ Summer Festival. Businesses and artisans, artists, and entertainers all will be invited to ply their trade. A day of revelry will bring in travellers from all over Arcas to marvel in Helena’s greatness.

 

More Productive, More Prosperous:

The Nicephore mayorship will establish a Municipal Conservation Corps, to provide employment opportunities for citizens and to furnish resources for the city and the ISA. We will expand the Ministry of the Interior’s Employment Registry with an apprenticeship program, facilitated through the Livery Companies, to place hardworking citizens into careers.

 

We will establish a University near the present Library, blazing a trail for the rest of the Empire to follow. Helena’s children will grow up with access to a world-class education, preparing them for service to our Empire as doctors, solicitors, and civil servants.

“Just because one man was allowed to buy up multiple properties and rent them out extortionately doesn’t make letting a spare room a crime. The city was aware of Edwin Jarvis’s activities and failed to act on it until the Ministry of Justice investigated him. We should work to build new housing and prevent property accumulation, not to shut down housing opportunities.”

“The city was not aware because Mr Jarvis made efforts to hide this along with several other renters who charged extraordinarily high renting fees and as per the law could only be arrested after an investigation from the MOJ could prove this, you say you were apart of the constable yet you think the city should have ignored the rights of man and thrown him in jail without evidence or proof? Shameful....”

I personally handled the situation and asked the Ministry of Justice to oversee, months after my initial investigation and action on the issue of Edwin Jarvis. I wouldve charged him myself, but I respect the law and acted properly, so please don't attempt to take credit for what myself and the city worked tirelessly to fix. Jarvis was not the only one.

“Lawful residents, whose only error was forgetting the tax deadline or buying a house improperly, should be shielded from the absurd and tyrannical threat of property seizure. A man who bought up an entire city-owned apartment block and openly charged rents on those properties should not have the same protection – that is not a lack of cause.”
