THE ROYAL CABINET OF 1775 

THE THIRD ITERATION OF HIS MAJESTY’S COUNCIL OF STATE


PREAMBLE,

 

In accordance with the ad hoc nature of executive authority sanctioned under article six of the Constitution it is the right of his Majesty’s representative to reshuffle powers according to their need when the demand arises. Thus with each iteration comes the reform needed for each successive evolution that the state incurs as the decades themselves revolve across time. It is the desire thus, that his Majesty’s Government be set to order under a new status quo to compensate against and fill the vacuum of powers left wide by the void of the Ministers Dubois and Premier Pruvia. It is thus proclaimed:

 

SECTION I. DIVISION OF POWER,

 

I.) That the Minister for Governmental-Affairs known shorthand as the office of the Premier, be dissolved and rendered defunct.

II.) That the Minister for Internal-Affairs be associated in perpetuity with the undesignated office of Lieutenant-Governor.

a.) That the Lieutenant Governor be henceforth the shorthand designation of the Internal Ministry.

b.) That the main responsibilities endowed upon the most prior iteration of internal office be sub-designated upon the newly Minister of Labour.

III.) That, in accordance with the Constitution pending it’s amendment. The post of Minister for External-Affairs remain vacant in perpetuity given the subsidiary nature of the Commonwealth to the Imperial Establishment.

a.) That the post ultimately be dissolved come the pre-mentioned reform due to the Constitution.

 

SUBSECTION I. MUTUAL POWERS

 

IV.) That each Ministers be granted a right to deputize citizens to work on their behalf

V.) That each Minister be granted a right to petition the chair, for the purpose of calling Cabinet into session.

VI.) That each Minister be firmly situated in their duties, so that no peer may interfere with or otherwise impede their progress.

 

SECTION II. CABINET,

 

I.) GOVERNOR-GENERAL,

The Governor-General is the Head of Government in accordance with section two of the Commonwealth Constitution. It is thereby the function of the Governor to chair the executive government and offer royal assent on behalf of his Majesty the King, as a proxy in his absence. 

 

INCUMBENT: HIS EXCELLENCY, HENRY FREDERICK HELVETS

 

II.) LIEUTENANT-GOVERNOR,

The Lieutenant-Governor of Kaedrin stands as His Majesty’s first-minister, responsible for the organization of all internal affairs of the State, the appointed second of the King’s Viceroy guaranteed in it’s permanence by section four, article six of the Constitution. It is thus also the duty of the Lieutenant-Governor to chair Cabinet in the absence of both entities, and is entrusted with the right to issue executive edicts by royal prerogative.

 

INCUMBENT: HIS EXCELLENCY, LORD RICHARD HELVETS

 

COUNCIL OF STATE

 

a.) MINISTER OF LABOUR,

The Minister of Labour is charged with the development of the King’s territories, which entails the construction of public and private housing, the establishment of new businesses, and the assurance of employees to staff them. As such the Ministry is also endowed with the responsibility of also assuring a competent workforce to complete provincial projects in conjunction with their fellow executives.

 

INCUMBENT: HIS EXCELLENCY, PADRAIG O’ROURKE

 

b.) MINISTER OF FINANCE,

The Minister of Finance is charged with the duties of generating both income and standard investment. It is the foremost responsibility of the Ministry however to maintain a consistent financial record of all state expenditures, and to balance the budget of the executive branch in general terms.

 

INCUMBENT: HIS EXCELLENCY, GEORGE DUBOIS

 

c.) MINISTER OF DEFENCE,

The Minister of Defence stands as the Government’s representative in all militant-affairs, and manages relations with the Imperial Secretariats designated to the defence of the Empire at large. Namely, the Secretaries of War and Justice. It is also therefore the duty of the Ministry to oversee the state of the Imperial Garrison and the Provincial Constabulary and update Cabinet should the need arise.

 

INCUMBENT: HIS EXCELLENCY, OISIN O’ROURKE

 

d.) MINISTER OF CULTURE,

The Minister of Culture is designated as the chief advisor to the Government on matters of cultural representation and religious-affairs. It is therefore also hence the case that the Minister in question be the standing religious authority of the territory and that their powers in this respect be used to the benefit of the communities of the Commonwealth.

 

INCUMBENT: VACANT 

 

III.) LORD MAYOR OF OWYNSBURG,

The Lord Mayor of Owynsburg is afforded a voice on Cabinet as an advocate for the people of the borough, and by proxy, for the masses in general. It is thus the duty of the Mayor to bring the concerns of his constituents to Cabinet, and as well coordinate with the Ministers of Labour and Finance in his wishes for the polity at large. It is his duty to appoint Stewards to the Municipal Government, run local elections, propose local legislation, manage the books, and to collect taxes.

 

INCUMBENT: HIS EXCELLENCY, MAYOR ALEXANDER KOMNENOS

 

IV.) MAJORDOMO OF VAROCHE,

The Majordomo to Varoche Palace is also afforded a voice on Cabinet as the manager of the ducal estate and the representative of palatal affairs. It is therefore expected that the Majordomo will play host to all state sponsored events in relation to the Palace included but not limited to, state dinners, ballroom events, ceremonial appointments, and all venue related events within the sphere of the royal estate. It is according to the magnitude of the office itself that sanctions the inclusion of the steward of the Palace in the executive office.
