    203: The Palatine

    203.01: The Palatine (Naumarian: Palatin) shall serve as permanent minister on the Aulic Council tasked with the role of head of the Aulic Government, serving at the will of the Crown and referred to as ‘His Excellency’ (Zir Valtry) or ‘Her Excellency’ (Ziy Valtry);

The Office of the Palatine, headed by the Lord Palatine or Lady Palatine, oversees the functioning of His Majesty’s Aulic Government.

Unlike the other Aulic Offices, the specific duties of the Office of the Palatine are much less defined. Instead, the Office of the Palatine undertakes various projects, such as the reconstruction of the Knightly Orders of Hanseti-Ruska, the reformation of the Royal Academy, or the formation and procedures of the Aulic Court following Haeseni independence. The Office of the Palatine, in accordance with its duty to ensure the efficient functioning of the Aulic Government, also assists other Aulic Offices when necessary.

I: Ve Palatin

The Lord Palatine or Lady Palatine, as prescribed by the Jura i Zem of the Haurul Caezk, serves as president of the Aulic Council by the will of the Koeng and assumes responsibility for the functioning of all its Offices and associated bodies. The Jura i Zem provides that the Palatine shall:

203.021: Serve as the President of the Aulic Council, tasked with management over the executive and fulfillment of their duties;
203.022: Wield the Golden Bulava of Office;
203.023: Advise the Crown on appointments to the Aulic Council;
203.024: Serve as Regent of the Kingdom when the Crown is incapacitated or incapable of rule;
203.025: Be the foremost legal actor within the Kingdom and the recipient of legal suits on behalf of the Aulic Government;
203.026: Sit on the Royal Duma as a permanent member representative of the Crown and Aulic Council;
203.027: Create and enforce taxes, tariffs and embargoes within the Kingdom;
203.028: Command the Royal Army during times of crisis;
203.029: To mandate and amend laws within the Kingdom;
203.030: Host regular meetings of the Aulic Council;
203.031: Represent the Kingdom on all occasions in the absence of the Crown.

However, the daily duties of the Palatine primarily derive from their obligations to ensure the efficient functioning of the Aulic Government, which is exercised through the undertaking of various projects focused primarily around reforming of creating Aulic bodies, or assisting other Aulic Offices.

II: Ve Laudov Palatin

The Laudov Palatine or Deputy Palatine is the direct assistant to the Palatine. The Laudov Palatine can, in an official capacity, act representative of the Palatine in their absence and attend Duma on the Palatine’s behalf, alongside providing administrative assistance in drafting letters and documents, attending and arranging meetings, and assisting and leading projects. The exact duties of the Laudov Palatine are not set, and are instead subject to the needs of the Palatine at the time in respect of their duties to maintain the Aulic Government.

III: Kommissar

Palatinial Kommissars are general assistants to the Palatine, responsible for assisting with the projects undertaken by the Office of the Palatine. Kommissars will often be tasked with drafting letters and documents on behalf of the Palatine, attending and arranging meets on behalf of the Palatine, assisting and leading projects and other administrative duties. Unlike the Laudov Palatine, Kommissars cannot attend the Duma on behalf of the Palatine or represent the Palatine in any official capacity. As with the Laudov Palatine, the exact duties of the Kommissar are not fixed, and subject to the needs of the Palatine at the time.

IV: Joining the Office of the Palatine
 

The Office of the Palatine generally hosts a limited roster of the Palatine, Laudov Palatine and a small number of Kommissars owing to the fluctuating and inconsistent nature of the Office. While Laudov Palatine shall be appointed at the discretion of the Crown and incumbent Palatine, Haeseni citizens can request employment as a Kommissar by writing to the Palatine in the Nikirala Palace. Ideal candidates for Kommissar should be:

  • Versed in Haeseni culture, customs, law and government;
  • Of proficient penmanship;
  • Diplomatic and patient for the purposes of liaising with other Aulic Offices;
  • Innovative for the purposes of reform projects;
  • Capable of tolerating the incumbent Lord Palatine's excessive smoking and unmatched wit.
