Foreword:

 

Continuing in the efforts of the previous Royal Academy of Saint Charles, the university of Saint Otto seeks to renew the efforts of the academy previously in ensuring that those seeking to become leaders within the kingdom are appropriately learnt in the kingdom that they seek to govern. Previous iterations of the royal academies have often eventually fallen decrepit as its educators grow old and retire.  This university, under the Crown’s directive, shall seek to ensure that those talented individuals who aim to climb to the highest ranks are both learnt in, and aware of the Haeseni classics. From that of its rich culture such as that of Haense’s history, language and literature that is of an essential aspect to the kingdom’s nature. This shall be done as has been done through simple testing similar to that of the Haeseni Civil Service exams of 288 ES.

 

It is the hope of the Crown that writers continue to produce educational works for the benefit of the kingdom’s already expansive literature. This university therefore seeks to support its writers through offering both the ability to rise to the rank of Dragus, (styled as “His/Her Most Enlightened) as well as financial support for completed works of exceptional calibre.

  

The Dragusi Blessing

 

As our Kongzem continues to grow and thrive, so too does its rich culture. It is therefore of paramount importance that those who represent and serve the Kongzem in a higher capacity not only understand this culture, but actively embody. In pursuit of this, the Dragus serve to assess and educate, all in order to ensure that those who champion Hanseti-Ruska do so with full respect to her culture and values.

 

Prior to formally assuming office, Aulic Councillors, Alderman and the Grand Maer, Stewards, HRA Officers, and Kastellans are required to obtain the Dragusi Blessing -- this serves as a mark that they possess adequate knowledge of Haeseni culture. This adequacy is a basic one, achieved if an officer can demonstrate fundamental concepts of Haeseni culture such as the correct way to say Haeseni to New Marian vocabulary.  The Blessing is obtained by, very simply, receiving the approval of two Dragus. The Dragus, however, have complete discretion in how they ascertain whether an officer possesses this knowledge. They may do so through a simple oral interview, or they may subject them to a more practical trial. The Blessing will never be unreasonably withheld and should not be a timely endeavour.

 

Dragus System

 

The Dragus are the wisefolk of Haense and work as the Kongzem’s esteemed sages and scribes. Appointed by writ of the Crown in recognition of their expertise, the Dragus assume the address of their Enlightened, and their work consists of publishing works that promote and develop the Kongzem’s rich history and culture. The Dragus are entitled to room and board in the Unidersiaveo and are paid for their publishings.
