George Maximillian briefly looks over the parchment before bursting into laughter as he realizes what actually had happened.

 

Fredrick Teufel Is casually passed out drunk in the Tavern when the parchment went out. Thus he had no chance to read it.

Theoden would be seen roaming the streets of Fenn, having absolutely nothing to do with the matter contained in the parchment. He did have a cool hat though, so at least the orphan had that going for him.
