Preamble
The Citizenship Act (Also known as ‘this act’ in the following paragraphs of this document) is drafted and enforced by the Grand Governor of the United Provinces of Dùnrath as an executive order, in hope to better define the role as a citizen of Dùnrath and their rights and duties in the society. Furthermore, this act is also enforced to standardise the definition of different tiers of Citizens.

 

1    Definition of Citizenship
Citizens of the United Provinces of Dùnrath is the major composition of the Rathonian population. They are citizens of Dùnrath who have legally acquired their citizenship states from the Government of Dùnrath and are fully entitled to their right as a citizen and are expected to perform their duties for the Rathonian Society.
The Cabinet Secretary of Interior Affairs will issue a Citizen Card to recognise an individual as a Rathonian Citizen, the card can be revoked by the Cabinet Secretary of Interior Affairs at any time without prior notice, under the Rathonian Laws.


2    Authority of Acquiring, Granting and Revoking Citizenship
The acquisition, granting and revoking of Rathonian Citizenship is responsible by the Cabinet Secretary of Interior Affairs. The Cabinet Secretary of Interior Affairs have the right to, according to Rathonian Law, approve or deny Citizenship Applications.


3    Acquisition of Rathonian Citizens without prior being a temporary resident.
An individual can acquire Rathonian Citizenship if one of the following applies:
    i)    The individual’s mother, or father is currently a Rathonian Citizen
    ii)    The individual’s mother, or father was a Rathonian Citizen and either one of them lost their citizenship since neither of them are alive.
    iii)    Children under 12 years old, and is adopted by another individual with Rathonian Citizenship, and the child is adopted in Dùnrath, Grenzstadt, Vestlandet , Cartref Mor and the rest of Raenrland ([OT]: Renadh, [SV]: Svealand).
    iv)    The individual is a refugee from another nation, and their refugee status is recognised by the Grand Governor of Dùnrath, and their status allows them to obtain citizenship.
    v)    A Temporary Resident of Dùnrath who has fulfilled all the prerequisites of being a Rathonian Citizen.


4    Right of Rathonian Citizens
All Rathonian Citizens are entitled to the following rights,
    i)    The Right to be free from Discrimination, on the basis of race, colour, gender, language, religion, national or social origin, property, or other social and physical statuses.
    ii)    The Right to Freedom of Movement, both from the United Provinces of Dùnrath, and to the United Provinces of Dùnrath, excluding the Lairdship of Grenzstadt.
    iii)    The Right to Live, unless being accused and proven to be involved in serious crime of which could be, under Rathonian Law, sentence to death by beheading.
    iv)    The Right to Practise a Religion, unless the religion is illegal under the definitions of the Rathonian Law.
    v)    The Right to be free from Torturing and Humiliation, as torture and humiliation is seen as inhumane on the basis of Rathonian laws and beliefs.
    vi)    The Right to Freedom of Speech.
    vii)    The Right not to be submitted to slavery, servitude, forced labour or bonded labour.
    viii)    The Right to Vote if the citizen has an age of above 13 years old.


5    Rathonian Citizenship in relationship with Norlandic Citizenship
All Rathonian Citizens are at the same time Norlandic Citizens. Norlandic Citizens are not Rathonian Citizens. Norlandic Citizens who are willing to obtain Rathonian Citizenship must go through the citizenship registration process.


6    Definition of Temporary Residents
Temporary Residents are individuals who settled into Dùnrath originally as a foreigner. Temporary Residents have parts of the benefits and rights granted by the Rathonian Government and are eligible to apply for Citizenship once they fulfilled all the prerequisites of being a Rathonian Citizen. Temporary Residents do not have the right to vote.


7    Status of a Temporary Resident of Dùnrath
All individuals will be granted Temporary Resident status in Dùnrath once the followings are fulfilled,
    i)    The individual filled in and submitted a Resident Application form and is verified by the Cabinet Secretary of Interior Affairs.
    ii)    The individual owns a property in the United Provinces of Dùnrath (incl. Grenzstadt).


8    Prerequisites of becoming a Rathonian Citizen
All Temporary Resident of Dùnrath will be granted Rathonian Citizenship once the followings are fulfilled,
    i)    The resident has lived in Dùnrath for at least four years.
    ii)    The resident has been involved in the Rathonian Society and has a job or a position in any Rathonian businesses, governmental departments, or a position in the Rathonian Workers Guild.
