THE ASSEMBLY PROCEDURE LAW

Issued and Confirmed by the 1st Government of Wards

on the

15th of Harren’s Folly, 1931

 


 

PREAMBLE: Each and every organ of state requires an established procedure that guides said institution and dismisses chaos. This body of state as one granted the power of legislation requires order through its sittings. Therefore this law shall dictate procedure and order from the moment of its passing.

 

SECTION. I. Definitions of Terms

 

(a) Organ of State - Refers to any branch, department, agency, or institution of the government that holds specific responsibilities and functions within the legislative, executive, or judicial branches.

 

(b) Procedure - The prescribed set of rules, steps, and guidelines that govern the conduct and operations of an institution or body.

 

(c) Sittings - Formal meetings or sessions conducted by the Assembly, during which discussions, debates, and voting on proposed legislation and other matters take place.

 

(d) Chaos - The state of disorder, confusion, or lack of organization within an institution or body, hindering its ability to function effectively.

 

(e) Legislation - The process of making or enacting laws through the adoption, amendment, or repeal of legal provisions.

 

SECTION. II. Order and Conduct

 

(a) The Lord Mayor shall establish and announce the order of business for each sitting, outlining the sequence of items to be discussed and voted upon.

(i) The Lord Mayor shall appoint a clerk who shall be responsible for transcribing the proceedings of the Assembly. 

 

(b) Specific phrases shall serve as a formal protocol to indicate when a Ward Representative is granted permission to speak and when they have concluded their remarks, ensuring a structured and orderly discourse within the Assembly.

 

(i) When a Ward Representative wishes to comment, question, present a bill proposal, or engage in any form of verbal contribution, they must request to "Take the Floor."

 

(ii) Once they have finished speaking, they must then "Yield the Floor.

 

(iii) The Lord Mayor will then “Open the Floor to questions.

 

(iv) If no verbal contribution must be made then the Lord Mayor or a Ward Representative may make a Motion by stating, for example, “I motion to dismiss.

 

(v) Before voting upon the matter of the motion a majority of the Ward Representatives must state “I second the motion.” in order to show agreement.

 

(c) All members of the Assembly shall adhere to the principles of respectful and professional conduct during sittings, refraining from personal attacks or disruptive behavior that hinders the proceedings. 

 

SECTION. III. Voting Method - The Assembly has adopted a clear and consistent method for conducting votes, although this can be changed at any time, the standard procedure is by vocalizing “Aye”, “Nay”, or “Abstain” when the Ward Representatives' name is called.

 

(a) Quorum - A minimum number of three members is required to be present for a vote to be valid, ensuring the legitimacy of decisions made.

 

(b) Majority Rule - Decisions shall be determined by a majority vote, with provisions for special majorities in specific circumstances as deemed necessary.

 

SECTION. IV. Committees - Committees shall be established to facilitate in-depth examination and consideration of specific matters. Their formation, composition, and terms of reference shall be determined by the Assembly.

 

(a) Each committee shall follow established procedures for conducting meetings, gathering evidence, and producing reports for the consideration of the Assembly.

 

SECTION. V. Dismissal - Upon the attainment of a majority vote for a recess or the conclusion of a sitting, the Lord Mayor is obliged to ensure that the transcribed Assembly Minutes are promptly forwarded to the publisher.

 

(a) The Lord Mayor is strictly prohibited from tampering with or making any alterations to the transcribed Assembly Minutes. They must ensure that the recorded proceedings remain accurate and unmodified during the transmission process. By adhering to these provisions, the Assembly maintains transparency and accountability in its documentation, preserving the integrity of the recorded discussions and decisions made during sittings.
