To my fellow citizens of Hyspia,

 

I, Klaus von Berkhoven, pen to you, the people of Hyspia, to announce that with the Hyspian Census around the corner, and with that the Alcalde Elections, the creation of a set of standards shall be laid out for potential candidates. These standards shall be upheld in order for a candidate to be allowed onto the ballot for the Alcalde Elections. 

Therefore, my cherished friends and fellow citizens, I would like to introduce:

 

THE BERKHOVEN STANDARD

The Berkhoven Standard

 

To safeguard the integrity of the vote that has been GOD-given to the Hyspian populace and prevent malicious actors, foreign and domestic, from taking the Office of Alcalde, these standards shall serve as a way to determine if a potential candidate shall be added to the ballot for Alcalde Elections.

 

• A candidate for Alcalde shall only be either be a natural-born citizen of Hyspia and its vassal states or shall be an individual that has resided within the Sovereignty of Hyspia and its vassal states for the span of twelve [12] years, three [3] Saint’s months.
  • An Alcalde must know the needs of their constituents, therefore, they must first reside among the populous to learn what those needs are.

 

• A candidate for Alcalde shall not run for Alcalde if:
  • They are a member of the Royal Family of de Pelear.
  • They are a member of the High Council of Hyspia.
  • They are not in good standing with the Crown and the citizenry of Hyspia.

 

• A candidate for Alcalde shall be no younger than fifteen [15] years of age and no older than eighty [80] years of age.
  • An Alcalde must be physically and mentally able to perform their role as the Citizenry’s voice within the Sovereignty’s government and capable of defending their people when the need arises.

 

• A candidate for Alcalde shall undergo Darkspawn testing by an unbiased, Hyspian physician which shall include:
  • A prick from an aurum needle on the forearm, as to observe any negative reactions.
  • A pin-prick’s worth of the candidate’s blood shall be placed in a small, glass petri dish and tested with salt, as to observe any unusual reactions.

 

• Even after their election, the Alcalde-elect may be Darkspawn-tested once more if genuine concern is raised, or suspicious behavior is made aware, to El Orden de Francisco.

With that, my cherished friends and fellow citizens, it has been an honor to serve as your Alcalde and I pray for the good fortune of my successor and for the LORD’s gentle hand to guide them.

CLOSING PRAYER

GREATEST OF COUNCILORS, MY PERFECT SHEPARD, I come to you in prayer that this son of YOURS may be guided by the light of YOUR White Flame, VATER GOTT. Continue to bath me in YOUR wisdom and let YOUR endless love continue to flow through me and let it flow through the one that succeeds me to the people they shall willfully serve.

EXALTED HOREN, pray for us that my successor leads your descendants in righteousness as you had in the Holy City. May humility, as it was for you, be my guide so that I am not blinded by worldly powers.

EXALTED OWYN, pray for us that the White Flame of ALL-POWERFUL GOTT continues to immolate my soul and the soul of my successor and purifies it to lead the flock of Hyspia in a righteous direction.

SAINT ADRIAN, pray for us that the blessing of pious statesmanship is embedded in the soul of my successor so that they may serve the LORD’s children in Hyspia and let it be VATER GOTT that guides their decisions. Let our ALMIGHTY GOTT guide my successor through the complexity that is politicking, and let their decisions be always for the people.
