It has been written by virtue of His Imperial Majesty’s brilliance and wisdom, upholding the principles of humanity, on virtue, diligence, and to ensure the Emperor’s peace is maintained. The imperial laws of the state are sanctioned across the Imperial States, to be followed, lest they feel the full wrath of the Imperial Guardsmen. These laws cannot be changed without contextualised discussion with the privy, and only with the seal of approval from the Emperor himself. If any law additions are made, these will be declared by means of an Imperial Decree, announced and spread across the states. At the current moment, the laws are split up into three partitions: ✷ Lex Communis; The law of commoners; by name, these laws are specific to all stations of the Empire–commoners, nobles, or otherwise, it refers to volume crime. For the most part, these laws are dealt with by the Imperial Guardsmen at the discretion of the punishment tier-system. ✷ Lex Publica; The law of the states is for all laws against the state itself, the crown, and the Empire. Due to the nature of these laws, it is handled by the Office of the Justiciary on behalf of the Imperial Crown, to be investigated by the Quaestors. ✷ Lex Martialis; The laws of the military coincide with all legislatures for the Reiksguard, and the levies of each noble state. The imperial law of the military is under the direct scrutiny of the Lord Marshal, and it is for the Lord Marshal, or his agents, such as his officers, to hold martial law. If vacant, the station of the Lord Justiciar can partake. This does not supersede any laws against the crown or state, even if committed by the guardsmen. ON THE THREE-TIER PUNISHMENT SYSTEM All guardsmen are required to follow the current listed punishment tier-system. Each crime has a listed punishment which can be offered, at the summary discretion of the guard on a case-by-case basis, but should nevertheless be followed in earnest. Certain offences may not follow a tier system. ✷ 1st Offence: The first offence constitutes a lesser punishment depending on the offence. ✷ 2nd Offence: The second offence constitutes a middling punishment depending on the offence. ✷ 3rd Offence: The third offence constitutes the harshest punishment depending on the offence. ON THE MATTER OF HUMAN LIBERTY ✷ Humanity; The Empire of Man is a human realm consisting of human fiefdoms and vassals. Humanity is protected by the laws, and birth itself grants man and woman the right to citizenship so long as they; own property, work or partake in labour, serve in the army, or live within the Empire. All laws are consistent across the realm, particularly in regards to humanity. ✷ On other descendant races; Owing to its name, those of non-human birth are provided a lesser station, but this does not hinder their progress in the Holy Imperium should they seek to uplift the Empire and partake in protecting the Emperor’s peace. A non-human constitutes: elves, dwarves, orcs, or any other half-breed mix, including any tentative human-mix-breed. A non-human is unable to become a citizen of the Empire without paying a granted imperial tax on all property, which is partitioned for the vassalage in question to decide. Within the Imperial City, all non-humans are required to pay another 5f on any market-stalls or housing. This tax-payment is non-negotiable, but it is waived if the: crown allows it, they are a part of the imperial guard, or they support any other imperial institution. This should be discussed with the treasury office. ✷ On the Cursed Child The matter of cursed children has been a prominent debate, but their existence is considered Anathema, and they are outlawed. In order to exist within the Holy Imperium as a cursed child, they must have: ✢ Written permission from the Imperial Crown. ✢ Written permission from a Cardinal. Even if a cursed child has a written slip of permission, they have no human liberty, granting any imperial guard the authority to search them without due cause, and they are not allowed to own any property within the Empire without express permission from the Emperor himself. Punishment: An Imperial Guardsmen is propagated the right to arrest any cursed child and request their permit-slip. If they do not have a permit slip, the guardsmen must follow the current punishment tier system. I - On the first offence, the horn and tail of the cursed child is to be removed, and they are to be taken out of the Holy Empire of Man. II - On the second offence, the cursed child’s hand is to be cut off, and they are to be taken out of the Holy Empire of Man. III - On the third offence, the cursed child is to be executed. “Daemonium delenda est” - His Imperial Majesty Tiberias I ✷ On constructs Any and all constructs are considered to be under the purview of their creator or master. They are not provided any liberty or rights. Any crimes committed by a construct will lead to destruction of the construct itself, and the punishment-system to be applied to the creator or master of the construct in question. ON THE MATTER OF MAGIC ✠ Magic and Sorcery Act ✷ Magic / Sorcery Upon completion of the new office of magic, all mages – who are citizens of the Empire – are required to report to the office in order to gain their license. Once this is completed, a mage is required to serve in one of the imperial institutions for a three year probationary period before they are allowed to use magic in the Empire. However, certain laws still restrict those with licenses. ✷ Offensive Magic Any spellcasting, use of enchanted weapons or thereafter, done knowingly and willingly to cause offence to another, where a reasonable person may find it to be an assault or otherwise an offensive action has committed the offence of using offensive magic contrary to the Magic and Sorcery Act. The act of offensive magic also constitutes any damage to property. An imperial guardsmen who has been sanctioned to use magic by virtue of their license is exempt from this law. Punishment: An Imperial Guardsman is propagated the right to arrest any mages who have used sorcery in an offensive way. They may request their magic license to see if they have this exemption. If the offensive magic has caused injury, the guardsmen must punish them both for the offensive magic and the other crime committed. I - On the first offence, a mage is fined 50f which may be kept by the guardsmen. The mage must be directed to the nearest office to gain a license. Any property damage must be paid for. II - On the second offence, a mage is fined 150f which may be kept by the guardsmen. The mage must be directed to the nearest office to gain a license. Any property damage must be paid for. III - On the third offence, a mage is fined 300f which may be kept by the guardsmen. The mage will also be lashed four times in both hands. The mage must be directed to the nearest office to gain a license. Any property damage must be paid for. ✷ Miscellaneous use of magic Any spellcasting, use of enchanted weapon or thereafter, done knowingly and willingly for no appropriate reason, outside of their exemption in the license, may be found to have committed an offence of using miscellaneous magic contrary to the Magic and Sorcery Act. This can include using magic for household tasks. Any mage with a full license is exempt from this law so long as it does not constitute offensive magic. Punishment: An Imperial Guardsman is propagated the right to arrest any mages who have used sorcery in a miscellaneous way. They may request to see their magic license; if they do not have a magic license, they must follow the punishment tier below. I - On the first offence, a mage is fined 50f which may be kept by the guardsmen. The mage must be directed to the nearest office to gain a license. II - On the second offence, a mage is fined 150f which may be kept by the guardsmen. The mage must be directed to the nearest office to gain a license. III - On the third offence, a mage is fined 300f which may be kept by the guardsmen. The mage must be directed to the nearest office to gain a license. ✷ Dark magic Any spellcasting, use of enchanted weapon or thereafter, done knowingly and willingly by virtue of dark sorcery, such as devil-magic, necromancy, ghost-sorcery, or blood-sorcery, may be found to have committed an offence of using dark magic contrary to the Magic and Sorcery Act. There is no mage exempt from using dark magic in the Holy Empire of Man. Punishment: An Imperial Guardsman is propagated the right to arrest and kill any mage who uses dark magic. I - On the first offence, a dark mage is to be executed. “Winburgh remembers” - siege of Hohkmat - 198 S.A. LEX COMMUNIS ✠ Offences Against the Person Act ✷ Battery Any action that causes physical violence against another without injury constitutes the offence of battery contrary to the Offences Against the Person Act. Punishment: An Imperial Guardsman is propagated the right to arrest any individual who commits battery. I - On the first offence, a perpetrator is fined 50f which may be kept by the guardsmen. They may be held in containment for 2 days if deemed necessary. II - On the second offence, a perpetrator is fined 150f which may be kept by the guardsmen. They may be held in containment for 1 week if deemed necessary. III - On the third offence, a perpetrator is fined 300f which may be kept by the guardsmen. The perpetrator will be forcefully conscripted into the Imperial Guard for a mandatory service of three years. ✷ Aggravated Battery Any action that causes physical violence against another with injury constitutes the offence of aggravated battery contrary to the Offences Against the Person Act. Punishment: An Imperial Guardsman is propagated the right to arrest any individual who commits aggravated battery. I - On the first offence, a perpetrator is fined 150f which may be kept by the guardsmen. They may be held in containment for 1 week if deemed necessary. II - On the second offence, a perpetrator is fined 300f which may be kept by the guardsmen. They may be held in confinement for 2 weeks if deemed necessary. A guardsmen is required to give the individual five lashes to the hand that committed the action. III - On the third offence, a perpetrator will have their dominant hand cut off or will be forcefully conscripted into the Imperial Guard for a mandatory service of five years. ✷ Mutilation Any action that causes physical violence against another whereby they disfigure or make said reasonable person lose a limb constitutes the offence of mutilation contrary to the Offences Against the Person Act. Punishment: An Imperial Guardsman is propagated the right to arrest any individual who commits mutilation I - On the first offence, the guardsmen must return the same course of mutilation to the perpetrator, by either mutilating their limb or otherwise disfiguring them. They must also pay a fine of up to 300f. II - On the second offence, the perpetrator is to have both of their arms cut off. III - On the third offence, the perpetrator is to be executed by means of hanging. ✷ Manslaughter Any action that causes unintentional death against another due to their negligence constitutes the offence of manslaughter contrary to the Offences Against the Person Act. Punishment: An Imperial Guardsman is propagated the right to arrest any individual who commits manslaughter. This is to be dealt with on a case-by-case basis, but the general rule of thumb is listed below. I - On the first offence, a perpetrator is to be executed by means of hanging. However, this can be waived down to a lesser punishment if the direct family of the victim is willing to forgive the perpetrator. In this case, it is up to the guardsmen on the punishment, but it must include maiming of a limb or otherwise. ✷ Murder Any action that causes intentional death against another constitutes the offence of manslaughter contrary to the Offences Against the Person Act. Punishment: An Imperial Guardsman is propagated the right to arrest any individual who commits murder. I - On the first offence, a perpetrator is to be executed publicly by choice of the guard, excluding beheading. ✷ Kidnapping Any action that constitutes abduction, restraining, or thereby denying another individual the freedom of confinement constitutes the offence of kidnapping contrary to the Offences Against the Person Act. Punishment: An Imperial Guardsman is propagated the right to arrest any individual who commits kidnapping. I - On the first offence, a perpetrator is required to pay the victim 300f and the guardsmen 150f. The perpetrator is to be lashed on a chosen limb five times. II - On the second offence, a perpetrator is required to pay the victim 600f and the guardsmen 300f. The perpetrator is to have their hands cut off. III - On the second offence, a perpetrator is to be executed by means of hanging. ✠ Offences Against the Property Act ✷ Petty Theft Any action that constitutes taking another's property without their due consent, or without payment, constitutes the offence of petty theft contrary to the Offences Against the Property Act. Punishment: An Imperial Guardsman is propagated the right to arrest any individual who commits theft. I - On the first offence, a perpetrator is fined 150f and required to return the property to the victim. II - On the second offence, a perpetrator is fined 300f and required to return the property to the victim. Their hand must be lashed five times. III - On the third offence, a perpetrator is to have both hands cut off or be forcefully conscripted into the Imperial Guard for a mandatory service of three years. ✷ Burglary Any action that constitutes trespassing upon another’s owned premises with the intention or cause to commit petty theft constitutes the offence of burglary contrary to the Offences Against the Property Act. Punishment: An Imperial Guardsman is propagated the right to arrest any individual who commits burglary. I - On the first offence, a perpetrator is fined 150f and required to return the property to the victim. Any damages to the building must be repaid in full. II - On the second offence, a perpetrator is fined 300f and required to return the property to the victim. Their hand must be lashed five times. Any damages to the building must be repaid in full. III - On the third offence, a perpetrator is to have both hands cut off or be forcefully conscripted into the Imperial Guard for a mandatory service of five years. Any damages to the building must be repaid in full. ✷ Robbery & Banditry Any action that constitutes using physical violence against another to take their property or commit petty theft constitutes the offence of robbery contrary to the Offences Against the Property Act. Any action that constitutes road-banditry, in proportion to the above legislation, is considered the offence of banditry contrary to the Offences Against the Property Act. Punishment: An Imperial Guardsman is propagated the right to arrest any individual who commits robbery. If any physical violence is used, the punishment system for injury or non-injury must be followed as above. Bandits may simply be killed on the road. I - On the first offence, a perpetrator is fined 150f and required to return the property to the victim. II - On the second offence, a perpetrator is to have both hands cut off. III - On the third offence, a perpetrator is to be executed by means of hanging. ✷ Criminal Damage Any action that causes intentional or unintentional damage to property constitutes the offence of criminal damage contrary to the Offences Against the Property Act. Punishment: An Imperial Guardsman is propagated the right to arrest any individual who commits criminal damage. I - On the first offence, a perpetrator is fined 150f. Any damages to the property must be repaid in full if it is over the fine. II - On the second offence, a perpetrator is fined 300f and required to return the property to the victim. Their hand must be lashed five times. Any damages to the property must be repaid in full if it is over the fine. III - On the third offence, a perpetrator is to have both hands cut off. Any damages to the property must be repaid in full if it is over the fine. ✷ Fraud Any action that manipulates, deprives, or neglects a sworn contract that may be fraudulent constitutes the offence of fraud contrary to the Offences Against the Property Act. Punishment: An Imperial Guardsman is propagated the right to arrest any individual who commits criminal damage. I - On the first offence, a perpetrator is fined 150f. Any loss of money due to fraud must be repaid to the victim. II - On the second offence, a perpetrator is fined 300f and required to return the property to the victim. Any loss of money due to fraud must be repaid to the victim. III - On the third offence, a perpetrator is to have both hands cut off. Any loss of money due to fraud must be repaid to the victim. LEX PUBLICAS ✠ Offences Against the State Act ✷ Petty Treason Any individual knowingly carries out an act of criminal insubordination or disloyalty intended to subvert the authority of an agent of the state, or commits such an action with intention to harm the state, constitutes the offence of petty treason contrary to the Offences Against the State Act. Any individual knowingly aids or abets enemies of the state, participates in armed conflict or espionage against the state, attempts or conspires to the usurpation of the government, or attempts or conspires to murder a member of the imperial government, shall constitute the offence of petty treason contrary to the Offences Against the State Act. Punishment: An Imperial Guardsman is propagated the right to arrest any individuals who commits petty treason pending investigation from a Quaestor and then a warrant of arrest from the Office of the Justiciary. I - On the first offence, a perpetrator is to be trialed by the Office of the Justiciary whereby a punishment is then decided. ✷ High Treason Any peer knowingly commits an act of criminal insubordination or disloyalty intended to subvert the authority of an agent of the state, or with intent to harm the state, this shall constitute the offence of high treason contrary to the Offences Against the State Act. Any peer knowingly aids or abets enemies of the state, participates in armed conflict or espionage against the state, attempts or conspires to the usurpation of the government, or attempts or conspires to murder a member of the imperial government, shall constitute the offence of high treason contrary to the Offences Against the State Act. Punishment: An Imperial Guardsman is propagated the right to arrest any individuals who commits high treason pending investigation from a Quaestor and then a warrant of arrest from the Office of the Justiciary. I - On the first offence, a perpetrator is to be trialed by the Office of the Justiciary whereby a punishment is then decided. ✷ Rebellion Any individual partaking in offence against the crown, whereby they attempt to usurp, cause disorder, or fight against the crown or the vassal lord in question constitutes the offence of rebellion contrary to the Offences Against the State Act. Punishment: An Imperial Guardsman is propagated the right to kill any and all rebels on sight during the participation of a rebellion. On the contrary, at the conclusion of a rebellion, an Imperial Guardsman may conduct an arrest on those who rebel pending investigation from a Quaestor and then a warrant of arrest from the Office of the Justiciary. I - On the first offence, a perpetrator is to be trialed by the Office of the Justiciary whereby a punishment is then decided. If the perpetrator is committing rebellion in front of a guardsman, or during the course of a rebellion, they may be killed on sight. At the conclusion of a rebellion, a guardsman may report to the Justiciary with any names or descriptions of rebels to have them become wanted, or this can be averred by the Lord Marshal. ✷ Sedition Any individual who knowingly vocalises or attempts to incite a rebellion, whereby their course of conduct would cause a rebellion against either a vassal lord, or the crown themselves, is considered to constitute the offence of sedition contrary to the Offences Against the State Act. This includes any speech or enticement of public disorder. Sedition itself only constitutes the act of causing a rebellion, which differs from the offence of rebellion itself. Punishment: An Imperial Guardsman is propagated the right to arrest any individuals who commits sedition if it is actively being incited in front of them pending a trial. In any other case, the imperial guardsmen may arrest those who commit sedition pending investigation from the Quaestor and then a warrant of arrest from the Office of the Justiciary. I - On the first offence, a perpetrator is to be trialed by the Office of the Justiciary whereby a punishment is then decided. ✷ High Law Tax Evasion Any peer who knowingly refuses or avoids paying their land tax to the Imperial Crown is found to constitute the offence of high-law tax evasion contrary to the Offences Against the State Act. Punishment: Upon the completion of an investigation from the Quaestor and a summary trial from the Office of the Justiciary, an Imperial Guardsman and the Imperial Dragon Knights will be asked to act against the peer in question, either by force or willingly. I - On the first offence, a perpetrator is to be trialed by the Office of the Justiciary whereby a punishment is then decided. ✷ Impersonation of an Agent of the State Any individual who impersonates any member of an imperial institution, excluding the guard, constitutes the offence of impersonation of an agent of the state contrary to the Offences Against the State Act. Punishment: An Imperial Guardsman is propagated the right to arrest any individual who commits impersonation of an agent of the state if done in their presence, to await execution. In any other case, the imperial guardsmen may arrest those who commit impersonation of an agent of the state pending investigation from a Quaestor and then a warrant of arrest from the Office of the Justiciary. I - On the first offence, a perpetrator is to be trialed by the Office of the Justiciary whereby a punishment is then decided. If committed in the presence of the imperial guardsmen, they are to be executed by means of hanging. ✷ Perjury Any individual who knowingly manipulates a guardsman in their course of conduct, or the office of the Justiciary, or the crown by dishonesty or otherwise deception constitutes the offence of perjury contrary to the Offences Against the State Act. Punishment: An Imperial Guardsman is propagated the right to arrest any individual who commits perjury pending investigation from a Quaestor and a warrant of arrest from the Office of the Justiciary. I - On the first offence, a perpetrator is to be trialed by the Office of the Justiciary whereby a punishment is then decided. ✠ Offences Against the Crown Act ✷ Defamation of the Crown Any action that causes to reduce the image of an Imperial Royalty, either by word, action, or parchment, constitutes the offence of defamation of the crown contrary to the Offences Against the Crown Act. Punishment: An Imperial Guardsman is propagated the right to arrest any individual who commits defamation of the crown if they hear it, or if averred by the Office of the Justiciary. I - On the first offence, a perpetrator is to be punished by whatever means, decided by the Imperial Royalty in question. ✷ Defamation of the Emperor Any action that causes to reduce the image of the Emperor, either by word, action, or parchment, constitutes the offence of defamation of the Emperor contrary to the Offences Against the Crown Act. Punishment: An Imperial Guardsman is propagated the right to arrest any individuals who commits defamation of the Emperor pending their execution. I - On the first offence, a perpetrator is to be tortured by the imperial guardsmen, and then executed on the spot. ✷ Impersonation of the Crown Any individual who impersonates a member of the Imperial Royalty constitutes the offence of impersonation of the crown contrary to the Offences Against the Crown Act. Punishment: An Imperial Guardsman is propagated the right to arrest any individuals who commits impersonation of the crown if done in their presence, to await execution. In any other case, the imperial guardsmen may arrest those who commit impersonation of the crown pending investigation from the Quaestor and then a warrant of arrest from the Office of the Justiciary. I - On the first offence, a perpetrator is to be trialed by the Office of the Justiciary whereby a punishment is then decided. If committed in the presence of the imperial guardsmen, they are to be executed by means of hanging. ✷ Subversion of the Crown Any individual who commits any offence to an Imperial Royalty, be it an offence against person, property or otherwise, constitutes the offence of subversion of the crown contrary to the Offences Against the Crown Act. A few examples of this include: assaulting an imperial prince or princess, stealing from an imperial prince, or insulting an imperial royalty. Punishment: An Imperial Guardsman is propagated the right to arrest any individuals who commits subversion of the crown if done in front of them. If not, it is for the crown to execute a warrant of arrest. I - On the first offence, a perpetrator is to be given any punishment from the Imperial Royalty that has been offended against. LEX MARTIALIS ✠ Offences Against the Guard Act ✷ Resisting Arrest Any individual who resists arrest from an imperial guardsman constitutes the offence of resisting arrest contrary to the Offences Against the Guard Act. The action of resisting arrest can include trying to move away from restraints, actively struggling when a guard attempts detention, or attempting to flee from a guardsman in the execution of their duty. Punishment: An Imperial Guardsman is propagated the right to arrest any individual, to punish them for their original offence and the offence of resisting arrest. I - On the first offence, the perpetrator is required to pay the guards 20f. II - On the second offence, the perpetrator is required to pay the guards 40f. The guard is also allowed to offer corporal punishment if they desire. III- On the third offence, the perpetrator is required to pay the guards 80f. The perpetrator is to be imprisoned for 3 days. The guard is also allowed to offer corporal punishment if they desire. ✷ Attacking the Guard Any individual who causes physical violence against a guard whereby no injury is caused constitutes the offence of attacking the guard contrary to the Offences Against the Guard Act. The action of attacking the guard could include pushing or punching a guard, as well as throwing rocks or other debris. This offence can also work alongside resisting arrest, to offer the perpetrator a punishment for both offences. Punishment: An Imperial Guardsman is propagated the right to arrest any individual for attacking the guard. I - On the first offence, the perpetrator is required to pay the guards 40f. The guard is also allowed to offer corporal punishment if they desire. II - On the second offence, the perpetrator is required to pay the guards 100f. The guard is also allowed to offer corporal punishment if they desire. III- On the third offence, the perpetrator is required to pay the guards 200f. The perpetrator must also lose one of their hands. The guard is also allowed to offer corporal punishment if they desire. Any further offences may cause the loss of both hands and further limbs. ✷ Injuring the Guard Any individual who causes physical violence against a guard whereby injury is caused constitutes the offence of injuring the guard contrary to the Offences Against the Guard Act. The action of injuring the guard could include pushing or punching a guard, leaving a bruise on their face. This offence can also work alongside resisting arrest, to offer the perpetrator a punishment for both offences. Punishment: An Imperial Guardsman is propagated the right to arrest any individual for injuring the guard. I - On the first offence, the perpetrator is required to pay the guards 40f. The guard is also allowed to offer corporal punishment if they desire. II - On the second offence, the perpetrator is required to pay the guards 100f. The perpetrator must also lose one of their hands. III- On the third offence, the perpetrator is to be executed by the guards through a shooting fire-range. ✷ Mutilating the Guard Any individual who causes physical violence against a guard whereby the injury sustains disfigures or causes any loss of limb, or permanent damage, constitutes the offence of mutilating the guard contrary to the Offences Against the Guard Act. The action of mutilating the guard can include stabbing a guardsman, causing loss of a guard’s limb, blindness, or permanent scarring to the face. Punishment: An Imperial Guardsman is propagated the right to arrest any individual for mutilating the guard. I- On the first offence, the perpetrator is to be executed by the guards through a shooting fire-range. ✷ Impersonation of a Guard Any individual who intentionally claims to be an imperial guard without being conscripted, or wears the armour of the imperial guard, constitutes the offence of impersonation of a guard contrary to the Offences Against the Guard Act. The action of claiming to be an imperial guard without being one, or using the powers of an imperial guard whilst claiming to be one, is found guilty of this offence. Punishment: An Imperial Guardsman is propagated the right to arrest any individual for impersonation of a guard. I- On the first offence, the perpetrator is to be arrested and dealt with exclusively by an officer or a Lord Marshal. ✠ Offences Against the Imperium Act ✷ Deserting Any imperial guard who abandons the guardsmen prior to the conclusion of their mandatory service, showing their disloyalty to the state and the crown, is found to constitute the offence of deserting contrary to the Offences Against the Imperium Act. The action of leaving the military, fleeing the military, or attempting to join a militant group outside of the imperial states is considered deserting. You can only leave the imperial guard once mandatory service has been completed and the Lord Marshal allows it. This act also coincides with any other levy across the imperium who deserts their liege-lord, but this is exclusively for them to deal with. The imperial guardsman is to detain any known fugitive or deserter of a levy, to be returned to their liege-lord to be dealt with. Punishment: In most cases, deserters are firstly arrested by the Imperial Dragon Knights who will capture any and all deserters of the imperial guard. If not, this can also be conducted by another Imperial Guardsman. I- On the first offence, the deserter is to be court martialed by the Lord Marshal, who will then decide on the punishment. In most cases, the guidelines for deserting is execution due to this being a grievance against the crown, but this is for the Lord Marshal to decide. ✷ Abuse of power Any imperial guard who shows a lack of humanity, by principle and virtue, such as torturing innocents, attacking others, or otherwise using their benefits as a guardsman for their own needs constitutes the offence of abuse of power contrary to the Offences Against the Imperium Act. The action of using the power an imperial guard is averred for their own benefit can be: allowing another to commit a crime willingly without punishing them due to personal relations, aiding or abetting in crime as a guard or otherwise. Punishment: In most cases, imperial guards who abuse their power are firstly arrested by the Imperial Dragon Knights who will capture any perpetrators in the imperial guard. If not, this can also be conducted by another Imperial Guardsman with permission of the Lord Marshal. I- On the first offence, the perpetrator is to be court martialed by the Lord Marshal, who will then decide on the punishment. In most cases, the guidelines for abuse of power is execution depending on the abuse conducted, or it can simply be stripping of their rights and banishment. ON THE MATTER OF PEERS ✷ Vassal Lords & Nobility Any peer of the realm and landed nobility who commits any of the above offences is to be dealt with exclusively by the Office of the Justiciary once an informative investigation is held by the Quaestors under the Lord Justiciar. If a non crownland-noble is committing an offence that threatens the life of another, an Imperial Guardsman is able to stop the offence from happening using reasonable force. This must then be reported to the Office of the Justiciary. Any peer of the realm or landed nobility found to be committing offences within the Holy Imperium, who is found guilty, will be given the third offence punishment automatically which will be administered by the Emperor’s own dragon knights. A peer or noble is given the right to be executed - due to their station - exclusively by beheading if the death sentence is administered. This is a reminder to all peers to maintain their trust in the Emperor, and to not breach the Emperor’s peace. ✷ Vassal Laws The Lex Tiberi sets the standard for the Crownland laws designated under the Lex Communis, and the Imperial Law designated under the Lex Publicas. Vassals are allowed to administer their own local laws and offences, to be administered by their own levies. The local laws are not handled by the imperial guardsmen, who primarily will use these guidelines to deal with the imperial capital. All roads of the Empire are considered Crownland to enforce consistent order and law within the Empire. A road is no longer considered Crownland once it has ‘reached’ a settlement by way of passing the first building owing to that settlement. The offences of the Lex Martialis and Lex Publicas are administered anywhere in the Holy Imperium regardless of local vassal laws. AVE IMPERIUM! "So... it's fine to mutilate us on just the first punishment? All of them.. in fact." He grits his teeth. "If the hoof was on the other foot- and we were cutting off ears, arms, legs of humans there would be war." The teen tosses the paper into his fire place, bitter about the knowledge he had learned. He paces his room within Numendils' lands. "It's niet even clear if vy need both permissions of crown and cardinal or just one? And what of bias? What of those who lie and will use their position to target us with their undue bigotry?" Nickolai comes to a stop and takes a deep breath, murmuring soft prayers. "It's.. just another trial.. another mole hill he has placed before eam. It will take time but perhaps ea can help bring change to such barbaric laws in time."
