This would give bedrock/diamond extra hassle to get a cape, and that is still a horrible idea.

I know that bit. Its been stated more than twice before and is in the OP.

What I meant was, once you own a cape, whichever way you earn it, can the player take it off and put it back on like an action. Think of it like wearing armor in-game you put it on, and you take it off, I would think it would be a command you type in but has a similar effect.
