Reasoning: PrimnyaQuorum isn't a Kozun anymore(75% of powergaming cases disappeared) + Malflame can't stun anymore(hasnt been able to since around this change) = It isn't abusable and is just a barred cool spell for outdated balancing purposes that no longer apply.
