TOWN CHARTER

MC Name: HoovHoovie

RP Name: Richard Goldweaver

Town Name: Greenshire

Why are you/your character starting this town? What role will it play?

After escaping the decaying city and countryside of Aegis, Richard Goldweaver, father of James Goldweaver, is attempting to move on from the past. His son the former Mayor of the small Halfing town of Greenshire is in an unknown condition and Richard presumes that he son is no longer alive.

During the height of the war James had stopped responding to letters. Word stopped aswell and there were no longer whispers of the elusive Halfling town around Oren. Although human, Richard being old and wise was in no condition to try and track down his son. Greenshire was well hidden and quite a distance from Oren.

He and a group of close friends made the trek to escape the war and death. They decided together that in honor of the late James Goldweaver and the other presumed dead citizens of Greenshire, that they would start building a new town.

The new town they envisioned would bring about a grand fresh start. It would be comprised of intellectuals and hard workers. With noble spiritual leaders, businessmen, politicians and young families. This town would work to provide its citizens with the tools necessary to succeed. The new Greenshire would have large churches to pray, grand libraries to read and farms to work on. Plenty of homes for families to live in, shops for merchants to sell their goods and entertain taverns to wind down at.

Greenshire will be busy and friendly town to all who stop by. Providing shelter and a warm meal to those who need it. Greenshire will be friendly to all nations and races but do its best to stay clear of any battles or war.

What type of political system is enforced in this town? Is this town under the reign of any other nation at this time?

The Government of Greenshire.

What will make Greenshire such a great place to RP in is not the environment, nor the potential, but its government.

Unlike most cities / towns, which seek to establish a mayor / king / queen etc. We instead focus on a House System, giving incentive to those who join our town and stick around, as well as adding a political and factional atmosphere together.

Greenshire is a trading town - money talks. Power is developed from cut-throat merchants and power-hungry property holders. The Top House Rules, and with it comes great power, great wealth, and great respect. Race is irrelevant to the Government of Greenshire - what matters to them is what House you hail from, and how much money is in your pocket.

The House System is - like the old ways of medieval cities and villages - centered around the idea of property ownership. Property = Power in Greenshire, hence the House System.

The House System works like this.

James Goldweaver owns a house in Greenshire. He may own several properties (such as several homes) and garners political strength for each residence he attempts to purchase in Greenshire. By owning a house in Greenshire, he can declare a House in his name, House Goldweaver, and establish himself as a political family within Greenshire. He can bring people into his house through marriage, adoption, or recognition as "honorary" members, and they can serve as agents to his faction within Greenshire.

Houses, in turn, receive seats on the Town Council directly related to the number of properties they carry under their house. If House Goldweaver owns two houses, they carry two votes in the Council, and so on. If someone owning a house decides to join House Goldweaver as an honorary member, they serve as a vote for House Goldweaver in the Council.

The idea is for newcomers to align themselves to a House, receive help, and mature in that House to later serve for it as well as have comradery among themselves. As Greenshire is planned to become a powerful trading post in the new world of Asulon, we hope this House System keeps things exciting as opposed to the traditional monarchy.

The Council of Houses every month can vote a Chancellor and Vice-Chancellor into office. Every Month an election is held consisting of all the voting members of the Council (property owners) whom select a first and second candidate based on the number of votes they receive. The #1 serves as Chancellor, the #2 serves as Vice-Chancellor. The two carry great political strength in guiding the city of Greenshire to a greater tomorrow - perhaps for Greenshire, perhaps for their House.

FYI - to promote the city's creation and gain support, we're offering signatories to our new city the status as charter members - allowing them to build their first properties for free (once the land is plotted) as well as earn a vote in the Council. Once this Charter opportunity closes, the only way to gain votes in the Council or create a House is to own property in Greenshire.

Housing will be allotted in same-size plots, so you're essentially buying the land, which gives you the right to vote. Once the city is laid down in some foundation we'll go over the details of what sort of housing is permitted and so on. We're rolling with this as best we can given we have no idea of what to expect in Asulon, but want to set the initiative for a strong city early on.

What sort of behavior will residents exhibit? (Race relations, nation relations, etc.)

The residents will be kind, helpful and ambitious looking to make Greenshire into a pleasant city in the future. They are welcoming of all nations and races except to those who wish to cause trouble. Greenshire currently has no special relations with any nation but nothing has been ruled out. Part of the government will make sure that the Greenshire is on good terms with its neighboring towns and will work together with them to put on festivals and events.

Some of our residents will be too old to work and spend their hours down in the library or others to distraught in their sorrows and spend their time in the local pub. Others will spend their days on the farms making sure there is food to put on the table. Some may spend time deep under ground looking for precious gems.

Where would you prefer the town’s region be? Including a screenshot of the land would be nice (of game or map).

A piece of land that is somewhat flat but still decently elevated would be wonderful. No sand, the dark type of trees would be preferred. Although we are very flexible.

Any other details (architecture, races, culture, etc):

Although mostly humans will live in Greenshire the community is very friendly and welcoming. We plan to host many festivals and look to build the largest library in Asulon in order to preserve the many of works of its citizens. The citizens of Greenshire will be educated and creative.

The overall architecture will be mostly (dark) wood buildings. The will be a row of shops with housing available above it. Homes will largely be apartment style in order to save room for a larger square and a pub. In the main building there will be a few underground floors like a library and community centers.

Excellent! Two more signatures! I should also note that both Laos and I are Diamond donators. Maybe if we get a few more signatures we will be allowed a slightly larger plot than 40x40. We are certainly on our way to a city plot!

Uhm, the house system is historically correct and all, but I do wonder what's to keep this town from becoming a giant collection of houses owned by the same people, with nobody to live in them.

Anything to prevent that?

That is an interesting point and it is still a work in progress, we may put a cap on the number of homes one could own or the cap the total amount of votes a person gets due to owning more than one home to reduce the incentive of owning tons of homes. Since we are starting with a town, that means there will be at least 15 houses to start with as each signing member gets a house. Since town plots are relatively small I doubt many more homes will be built so it could be difficult to acquire many many homes.

I'll talk with Laos later today about that point and see what we come up with, but thanks for pointing that out.

On a side note: We have discussed it and came to the conclusion that homes (the actual building not the house system) on a comparison bases provide for less RP opportunity than say a pub or rows of shops etc. So the sizes of these homes will be on the small side and look more like apartments to provide more room for more important buildings. They will roughly be about the same size, some may be above shops others stacked on top of each other in a small housing district.

(( Just like a real market system - competition will define the limitations of house conglomeration.

There cannot be House co-lords, etc. One person controls a house. If a bunch of houses combine then they accomplish nothing, as everyone's apart of the same system and their power becomes null. You cannot be a top dog without competition. The fact that people will eventually disagree and such will also determine the prevention of Houses becoming just a single house as there is a limitation in power for a single House being so big (It's just not efficient for say, 1 House to rule 10 families of people, etc.) and the competition of the market will apply.

To add, not all Houses will carry motives alike. My house, for example, may focus on architects and merchantmen to build shops and facilities for the town / city, whereas Hoovie's House may want political power and attempt to control the treasury and manage the guard. Every House will carry different motives and the competition will cross in some instances, but not in others. It all depends on how the players take it, and will be there to prevent too much trouble along the way as people define themselves.

The best way to prevent a scenario you describe is early-on control of the system to ensure it sets on an open ended, but controlled path. Hoovie and I will be initiating Houses in the server each with a variety of functions and needs. We just are opening the opportunity for a lot of houses to form early on, and as players get settled in they'll merge and shift etc. as they see fit. The ruling House may eventually have to answer to a minority House or Houses (Such as in British Parliament) to ensure there is legitimacy in the government. This is also where the Vice-Chancellor will step in to prevent competition (as the Chancellor and Vice-Chancellor cannot be from the same house, as one House cannot run for two offices)

In the end, there's always a risk a player will break the system, as is with all player-established systems. The goal however is to make the Government less important and make the houses (each with their own motives and goals) more so. Houses may eventually become racial (a House that only accepts Humans / halflings, etc.) and that's totally up to them. The Government serves to regulate growth and maintenance that may eventually be exchanged for a "House Militiamen" with each House sending representatives instead, but we'll stick to a Mayor for now and reconsider if we get much bigger.

Also property needs to be actively maintained - ie it needs to carry a holder. You can't just buy 8 houses and be a House with 4 people. But you can distribute housing to a deed holder on behalf of your house - so someone can not be in your house, but be holding it for you until you find someone suitable to serve the seat for your House. Essentially there will be checks and balances to this, such as for example you can take two adjacent properties, make a bigger house, but it may only count as 1 vote))
