You learn by asking questions around the city of Arethor that Zibaen Vivyaen is the Duke of Westfall and that to contact him you would need to send a letter to his camp on the mountain overlooking Westport, or to leave it with his son Davik Vivyaen at the Tavern in the main square of Arethor.
