Why is your character starting this village/settlement? What is its purpose?

Chris Dragneel has chosen to make a Guild called Dragon Tail, this name was built around the legend of a dragon in myths heard throughout Asulon, it was the very dragon he saw near the camps which was located near Sarun that he was inspired to create a guild called Dragon Tail, this represented the value of an ancient creature just like the very guild he was going to make. The main goal Chris Dragneel came to pursue was that he wanted to help civilians in their lives, he thought "Maybe making a guild where civilians request for someone to complete their job then everyone would be at peace" but most of all he came to value to symbol of friendship when he met with his comrade "Soul_Mystogan" who was embarking on an quest to find the "Painting that painted the dark canvas" this was interpreted as "The fruit that people consumed to darken their hearts", he wanted to get rid of the source of hatred that continued in a cycle of war, death and birth...this is a very big goal but if mythological creatures like the dragon have come to exist then there are many possibilities this world has come to offer.

The secondary goal of the guild is to shelter those with a dark past who have not yet gave into darkness and Chris Dragneel aims to make them not the "Child of prophecy" but in-fact the "Children of prophecy" as the eventually corrupted world cannot be healed with the effort of one...but the efforts of many where we aim to take in those with a resolve to not defeat our opponents to win...no, we aim to defeat the very darkness in their heart; this is what they call "True victory" because no such conflict will never occur again if we live in harmony...as one.

What type of political system or leadership is within the village?

The standards we go by:

• Everyone inside the guild are your friends, your burden are not yours' alone.
  
• There is a ranking from E, D, C, B , A and S.
  
• No personal fights are to be taken inside the guild.
  
• Don't insult your comrades over trivial matter as bonds are very important.
  
• Never ever abandon your comrades no matter the situation.
  
• You must ALWAYS have faith in your comrades until the very end.
  
• There will be an test every 2 1/2 years where A-ranks will be tested in their skills.
  
• The rent for rooms is 150 every two weeks, or can be paid earlier to ensure no errors or you can pay a set high price to fully own it(to be discussed by me and Mystogan)

What sort of behavior will residents exhibit? (Race relations, nation relations, etc.)

The main behavior expected is a helpful environment where there are no acts of violence against each other, Orcs are expected to behave and keep language at a minimal aggressive level, Elves are not to think too highly of themselves and their unique features, Dwarves are permitted to drinking ale but not to the stage of stating fights and using axes to chop comrades apart and Humans are expected to be "The middle" so that arguments don't get out of hand.

REMEMBER: Racism against other races is not permitted because in this world there are a variety of people, good or bad, not all the people are the same so you should not argue due to past affairs

It'll be at a steady pace, it is best not to rush this attempt of a revolution otherwise people will not understand and get used to it.

I for myself think that many people commit evil ordeals because they never did understand and were not listened to so they felt...alone, the majority of nations overlooked them with obsession of power and not the civilian, the ignored people feeling what was right decided to rob the rich, but was eventually consumed into a black hole where no light went (note, not talking about "The black hole" in scientific terms") to save them from these clutches.
