Zezimus 1523 Share Posted January 20, 2013 Within the grand council chamber of the Kingdom of Urguan, Lord Valen Grandaxe lifts himself to his feet and unrolls a large parchment across the table, besides it laying a quill and a small pot of ink. He begins reading it out before the Grand King and the other Lords, his voice bellowing throughout the chamber. After finishing, he takes the quill, dips it into the ink pot and scribes his own name as a signature, before sliding it across the table to Bazian who does the same. "T'is document will beh needin' t'e signatures ov t'ree ov ye as wehl as t'e Grand King iv it beh taeh pass. Iv aneh settlements wit'in' t'e territoreh ov t'e Kingdom ov Urguan duh nawt agree taeh t'is amendment t'ey will beh given t'e chance taeh peacefulleh leave t'e Kingdom n' t'eir lands will beh given tuh t'ose more suitable. Iv t'ey refuse ov course, weh will beh takin' militareh action un t'em as t'ey liv' upon our lands illegaleh. T'is amendment apploies fer all past n' future settlements." The Second Amendment to the Articles of Urguan Article V: Internal Policies Section G: Holds and Settlements All settlements located within the immediate territory of the Kingdom of Urguan must pledge loyalty to the King and follow the laws laid out in the Articles of Urguan. The only exception to this rule is permitted guilds. Leaders of Holds will be named Jarls and will manage themselves independently, unless called upon by the Kingdom to fight in war. A Jarl cannot refuse the will of the King. It is noted that only the Kingdom of Urguan will address the leader as Jarl. If he wishes another name for his people to address him as, he may do so, though the title of King is reserved only for the King of Urguan, while any others must change their title. The Jarl and its peoples must abide by the treaties and pacts that have been signed by the Kingdom of Urguan. This means if a treaty of peace has been struck, the Jarl may not draw up arms against this group. A failure to do so is considered high treason and the ruler of the Hold will be deemed an Oathbreaker. The Jarl is held accountable for the actions of his people and must banish any who do not abide by the Articles of Urguan. A Hold may possess its own constitution, providing it is approved and signed by the King and does not conflict with any existing laws of the Kingdom. This means, they are allowed to establish their own working government, courts, laws, or any body of governing. The freedom of religion is granted to all settlements within the territory of the Kingdom of Urguan. There must be an unquestioning duty to aid the Kingdom in times of defence Under no circumstances is the Jarl allowed to deny the Kingdom for aid if in threat of attack. Expansion of a particular hold requires the approval of the King and Lord’s Council. The Jarl may hold privy with the King and council during one of their meetings if he so desires. The Jarl and its peoples may not engage itself in any plots or draw up arms towards any other Jarl that is held under this Article. Omithiel 192 Share Posted January 20, 2013 Omithiel reads it while sipping some ale, he notices that driplets fell upon the parchment and abruptly stops drinking. Omithiel takes out a quill and inks it. He then signs it and stamps the document with the symbol of a mineshaft on the surface of the mountain, and hovering over the mountain is a pickaxe. He rolls up the parchment and ties it to the Hawk from where the original document came from. He stamps the Kingdom seal at the bottom and turns to Kjell as he begins speaking. "'ow maneh ov ye wish tuh include wut Kjell speaks ov? Ah personalleh duh nawt suh see t'e need, t'ough iv ye wish taeh impose a tax un t'e 'olds, suh beh it. Iv t'ree Lords n' t'e Grand King agree, weh maeh inlude it.
