Upon a desk within the library sits a document. Next to it sits a large book and quill for those to vote upon the referendum.

 

The venerated society of the mali'aheral will not tollerate those who show clear indications of impurity. Thus laws shall be put forth for the identification and treatment of those with questionable or outright assuredly impure traits.

Referendum: The Forfeit of The Mali'ata

 

-The blessed residents of mali’aheral land will not tollerate the residence of those with physically impure traits.
 
It is an indisputable truth that eye colors of red, yellow and orange are indicators of blood which has been tainted by mali'ker. In addition hair colors other than the desirable blonde, platinum, light brown and white are an irreversible stain upon one's purity. Finally, any high elf above the height of 7"1' is so incredibly tall that they are almost undoubtably part uruk. Therefore high elves with such undesirable characteristics are to be barred from residence amongst the pure and revered citizens of Lin'evaral. Should one arrive with such impure traits they are to be barred from entry or removed from the cihi by the Sillumiran. Black hair may be dyed if the mali'aheral in question has adequate excuse to why their hair is of an undesirable color.
 
-The blessed residents of mali’aheral land shall place further restrictions on those with physically impure traits.
 
It is regrettable that on occasion those with blatantly undesirable traits shall be admitted entry to the cihi out of necessity rather than by choice. Those elves who are permitted entry with impure traits who in any way resemble mali'aheral are to be given golden amulets to wear during their stay. This is to clearly indicate their impurity to any mali'aheral who is foolish enough not to look close enough and therefore to assure they do not spread their vile seed further. This amulet must be visible at all times the elf is present in the city, otherwise they are to be imprisoned by the Sillumir and await release granted by the Sohaer or alternatively either medi'iran.
 
-The blessed residents of mali’aheral land shall no longer grant equal protection for those who do not live in the cihi. 
 
The mali'aheral recognize the potentially corrosive influence of the lesser races and impure high elves upon the mali'aheral who live outside their land. Thus the residents of The Enclave of Haelun'or shall no longer grant votes to those who do not live entirely or a majority of their life within the blessed walls of the cihi. In addition those with housing who do not live a majority of their time in the cihi, shall have that housing repossessed.

 


This document and all articles within are designed for the benefit of mali’aheral kind. Furthermore, this document is liable to change should the people of mali’aheral land deem it required.


Anything that is not outlined within these laws shall be considered legal. However, it is beneath our noble blood to find “loopholes” in the laws of the land, and such attempts will be looked upon with equal parts irritation and disgust.

Rather than a name, upon the document is written a short message.

 

"Were I to believe that an otherwise pure mali'aheral was part Uruk due to them having the unfortunate curse of being 7'2'' in height, I would sign this document. However, due to this notion being entirely absurd, one can not vote for this referendum until this nonsense is quite thoroughly removed.

Kalenz swiftly strides up to the referendum and pens in a few minor corrections. A note is left below:

 

The section on height was removed. Additionally light brown was added as an acceptable hair color.

Happy with the changes, Silvos decides he should now sign the referendum as well. However, instead of a signature, a stamp is left in the bottom corner of the referendum.

The handwriting on the note is pristine, its letters curved, crossed, and dotted to perfection.

 

I, Caelria Maehrindor, support the ideas suggested in this document.

 

Caelria calmly says to himself, whilst signing the document:

"What dark times are these where laws such as this need be passed rather than automatically manifesting in our own personal code."

A further message is written on the referendum, the same as the first one.

 

"Now that you have most logically retracted the pressing issue with this document, it is obvious that the rest of it is entirely superfluous. All of the issues outlined here are well-known in Lin'everal. They do not require pointless and inflated legal documentation.
