At the will of His Imperial Majesty the Holy Emperor Horen V, His Majesty the King of Salvus, Garth of the House Horen-Hightower, First of His Name, shall act as heir to Imperial Prince William, the Third of His Name, until such a time that he should father a trueborn heir. At the will of His Imperial Majesty the Holy Emperor Horen V, all the various Lords and Ladies, Clergymen and Knights, and other Servants of the Realm, are required to gather, in person or in proxy, to advise the Holy Emperor of Oren and act as his Parliament. At the will of His Imperial Majesty the Holy Emperor Horen V, King Father James of House Horen-Hightower, First of His Name, is hereby declared Lord Speaker of Parliament. At the will of His Imperial Majesty the Holy Emperor Horen V, Lord High Sheriff Kais Ishikawa is relieved of his duty as Regent of the Holy Empire of Oren. At the will of His Imperial Majesty the Holy Emperor Horen V, His Imperial Highness William of the House Horen-Hightower, Third of His Name, shall reign as Holy Emperor of Oren, King of Renatus and Seventis, Defender of the Faith, Protector of the Realm, Lord Protector of Malinor, Lord Defender of Lenfarthing, and Lord of all the Imperial Realm’s territories and holdings throughout Anthos. Introduction The Parliament of Oren is a body consisting of official nobility and Clergy, which serves to meet and debate on all matters of state. Parliament aims to advise , propose and aid the Emperor and Privy Council, as well as serve as a forum for nobles and Clergy to raise concerns regarding any matter of state. Likewise, it is their duty to scrutinize the Privy Council, and ensure it is loyally advising the Emperor. II. Structure Parliament is a unicameral legislature consisting of one House of Lords. The membership of the House of Lords comprises landholding nobles of Baronial rank or higher, Clergymen of Bishopric rank or higher and Gentry who have been specially selected by the Emperor to sit on Parliament. A Writ of Summons will be delivered to those the Emperor intends to sit. The Privy Council also sits in Parliament to represent the Government. III. Voting Each member of Parliament is assigned one vote to be used on any legislation or decision proposed by the body. The matter of discussion may be brought to a vote after a minimum of one meetings of discussion only, with the agreement of a majority of Parliament. The legislation being discussed is considered passed provided a sixty percent majority of votes are in support. The Emperor must sign the bill into effect, though he is free overturn the bill entirely at his discretion. IV. Parliamentary procedureMotions In parliamentary procedure, a motion is a formal proposal by a member of a Parliament that the assembly take certain action. These can bring new business before the assembly, take procedural steps, or carry out other actions relating either to a pending motion or the body itself. Classification of motions Main motions, those that bring business before the assembly when no other motion is pending. Subsidiary motions, which affect the main motion being considered/ Incidental motions, which affect rules and procedures that are not specifically tied to a particular main motion. Privileged motions, which are urgent matters that must be dealt with immediately, even if they interrupt pending business. Restoratory motions that bring a matter again before the assembly. The motion to amend, is used to modify another motion. Proposing motions A motion is proposed by a member of the parliament, for the consideration of the parliament as a whole. With the exception of certain incidental and privileged motions, the person making the motion, known as the mover, must first be recognized by the Lord Speaker of the House as being entitled to speak; this is known as obtaining the floor. Once the mover has obtained the floor, the mover states the motion, normally prefixed with the phrase "I move." If the motion was in writing, the mover would say "I move the resolution at the desk" or "I move the following resolution" and would then read it.
