Continued Error "connection Refused: Connect."

Hello since last night I have had this continued error "Connection Refused: Connect." happen over and over again. I am honestly not sure if it is the server or if there is something wrong with my internet connection, though any help that could be given would be GREATLY appreciated ;-; I needs meh roleplays.

Whenever you receive that message it won't be for long, it's usually there as a result of a crash, update or DDOS (something which has became a rarity nowadays.) The most you'll usually have to wait would be about 30 minutes before an admin resets the server or fixes the error.
