Queen or Dictator. Both are easily debatable.

Not true. A dictator comes in and takes control by force, where as a Queen inherits it, either by marriage or by birth. Queens and Kings can often be rivaled and taken down, thus a new royal family starts. Where as a Dictator keeps a gun pointed at everyone so they can't act out to try and take down the head honcho. Now you could say Tyrant, then it would be someone who unjustly killed or removed the previous King/Queen from their thrown and took over. :]
