mr.gerp is technically correct with Hanseti and Renatus. Hanseti had probably the most effective lockdown. Renatus implemented one but it wasn't well enforced and didn't solve much. Both are still correct, though.
Now, the other answers. The HOE didn't exist yet. Karakatuan Empire did have one, but two answers are required. Haelun'or and Normandor are not nations by themselves, they're a part of Malinor. Seventis never had a lockdown, the Plague started there and immediately decimated pretty much everything.
