The snow-elves are a culture because that's what the lore stated they were. That's how it should remain.

I have seen no lore that says we are a culture, we have all the lore of ours that gives us proper reasoning to be a subrace.

What will you lose if they become a sub-race? I can tell you'll lose nothing.
