Having nothing at all is generally worse than having a filled out app which has been denied. There is nothing to work off of. So by this, if anything, an ordinary deny (where the right application format has been used) should be a shorter wait period than an application with nothing at all.

Getting denied on the second day just makes someone going to have to wait 48 hours to post hsi second application. If he's so excited to play on the server, he might not get to it.

Pending is when it needs to be fleshed out, denial is a last resort. Give them your skype, orientation and help, It's an AT's job to do so.
