If I had to guess? It's because we were getting people breaking into places a /ton/ just to look for unlocked chests, and the behavior we got from people doing so made it really hard to moderate, too.
I'm talking from a moderator's PoV from when I was a trial, james; I keep all my chests locked. I'd appreciate it if you'd not be so wantonly hostile. We had people breaking into just about everywhere because players would leave their chests unlocked.
