In an effort to strenghten the economy, builders will be developing new and better roads leading to the agricultural lands of the Kingdom decreasing travel time to the city markets. Wayrest was going to be a battlefield for both major and and rising powers alike, a prove of worth for brave and honorable warriors. King Chrannel was having none of it. And when men are driven to pour so many resources, there is no victor, only the survivor. "  THE WAR ON SCHOOMA  King Chrannel continues his efforts to eradicte the scooma trade. He has dispatched a force of 1500 knights from his army to join the garrison the kingdom's major towns, 900 of these men will set out to Daggerfall itself. With the aid of the bounty hunters returning with their gang leaders' heads and the Knights of Dragon, the task will seem less daunting and may bring the campaign to end a few months earlier than it has to. With the frequency of attacks on guard patrols in the slums of Daggerfall, increasing in both frequency and intensity the acting enforcer army, Chrannel's Will under general Samrier Gibaldeir, has reason to believe that scooma gangs are situate there. A large organized sweeping of the area is necessary. The objective of the break in is to search all the houses and bringing any potential suspects into custody and later on questioning ,(all torture methods are permitted.) Any illegal products will be confiscated. Command estimates that 800 men will be needed to clear these slums , a hundred of which are knights of dragon. At one hour after midnight, the force will surround the slums from all directions effectively encircling the entire area and blocking off all entrances. Once all the men are in formation, the break in will begin with all units closing in through the streets.Soldiers are ordered to not kill unarmed individuals, but to use the hilt of swords and shaft of their spears for non lethal takedowns. Anyone resisting with a weapon may be swiftly killed though. All civillians will be evacuated from the area, and are promised to be compensated for any damage. Those found guilty or affiliated to the scooma trade will die by the whip publically.  Additionally, with the increased assaults in the countryside, batches of riders (consisting of 12 to 20 horsemen) will now accompany their foot soldier counterparts in patrols. Twenty of these units will be granted totalling 400 men. The navy will also begin searching all entering and exiting ships into the city of Daggerfall and all ships that they escort further increasing the pressure on thr schooma gangs and preventing possible ganf members escaping by sea. The kingdom enjoyed a brief pause of stability with the end of the war. The merchant guilds now enjoyed free passage through the waters with the absence of Aldmari ships, allowing for the several profitable businesses to prosper. While all across Tamriel brother turned against borther, and the spilling of blood renewed only after having fought a Great War among the continental powers, Daggerfall remains a beacon of liberty and coexistance, for especially, Bretons, Redguards, and Orcs. The metropolitan settlement preserved the basis of its foundation. All are equal in this land, and are not judged by their race. THE WAR ON SCHOOMA Yet there remains a plathora wrong with its peoples. The notorious Daggerfall schooma trade is crippling the local economy, yet it brought hefty profits from consumers all around Tamriel. This issue would be addressed foremost. The army shall act as a local police force and must be bulked in order to execute the law with an iron fist and end the illegal schooma trade. To encourage enlistment from the populace, new benefits would be granted to the volunteers. Until the next winter, and after serving for five years, all new recruits are given full exemption from taxes, they are given a deed with the royal stamp proving their exemption fron this tax. 600 volunteers will be brought into the ranks of the army. Secondly, anyone giving information about the whereabouts of the schooma production or distribution that would turn out to be true, is handsomly gifted a pouch of a hundred golden septims. Additionally, bounties would be placed on the notorious heads of operations behind these crime syndicates, the heavier their influence, the heavier the purse. The schooma industry would also be infiltrated by several government employed spies, returning with any and all valuable pieces of information and sharing them with the top heads of the city's acting law enforcement commanders. The acting law enforcers would then thoroughly and swifty act on this information, hunting down one gang leader after the other. Assistance is requested from the Knights of Dragon in annihilating the schooma trade. TRADE BY SEA To ensure the safe passage of the merchant ships, each 3 merchant galleys will be provided protection from one military ship. Traders are encouraged to travel in groups in order to provide mutual protection. Aditionally, naval ships will provide escorts at dofferent times of day, everyday so that the routes dont become too predictable to pirates. The navy's numbers are expected to be stretched thin with few held in reserve, six new medium war galleys are commisioned from the dockyards, and capable crew and commanders to be found and properly trained. Two are expected to be ready by the end of the halfyear with the rest lagging for ankther year or two.
