To be fair here we tried magical firearms and they went poorly, and they would have been easier to keep track of, limit, and moderate than actual firearms.

iirc originally they were only meant to be a thing mages cast their magic through, so a fire mage could shoot fire out of their medeuscular, but to everyone else it'd just be a boat anchor

the problem started when someone enchanted them to fire on their own and then started designing reloading mechanisms 

somewhere around then, they were removed, because they started to function like magic guns where anyone could use them and some people planned to mass produce them
