I think it's because people would immediately pm those new players with EPIC ROLEPLAY OPPORTUNITIES in particular northern cities. In a way it introduced noobs to immediate metagame and noob wrangling by people who saw them as a resource instead of having a natural Roleplay arc.

But doesn't that get them involved? I mean, any community is going to be looking for members whether or not they're new, and this would merely help to facilitate the new player's engagement in the community. It made them feel wanted and often allowed said community to guide them through the server more fluidly, rather than just leaving them to wander the roads looking for stuff to do until they find none and quit. 

doesn't it just show that welcome message to ct staff now instead of the entire server?
