  5. – the EDICT of ARMS – – the CITY WATCH of VALLAGNE – Issued and averred by Her Majesty in the year of our Lord 1949 As the needs of the Petra change, so do its institutions. It has become apparent that a full army fits outside the confines of the Commonwealth. For too long has the Riverguard gone through varying stages of decay and disrepair, and it has become obvious that this version of an army or guard must be abandoned to try different structures. Therefore, the Riverguard shall be disbanded, and replaced with a simplified Vallagne City Watch. With this replacement, many changes will come. The Watch aims to be a much more laid-back institution with the simple tasks of protecting the city of Vallagne and the citizens of the Commonwealth. All of the current members of the Riverguard shall be transferred to Guards of the City Watch. The Commander of the Watch has chosen three among the Riverguard to assist him as Officers of the Watch, Cypress, Ferdinand Eryl, and Xavier Adiler. May the City Watch of Vallagne succeed in their tasks, and uphold the integrity of the Commonwealth. THE RANKS OF THE CITY WATCH THE WATCH COMMANDER The Commander of the Watch, previously known as the Generale, shall be in full command over the Watch and the safety of Vallagne. They are to oversee the Watch, ensuring that all runs smoothly in regards to the operation of the force. The Watch Commander answers above to the Garmont Throne, and is to inform the crown regarding matters of the watch, safety to the city, and of anything of concern. Officer Officers within the Watch will hold the power to arrest and deal with clear-cut crimes. They shall be leaders alongside the Commander and shall run training and recruit new members to the watch. They are experienced men and women of the Watch, often veterans of the River Guard who have served for a long period of time. They are the primary medium by which the day to day affairs of the Watch occur. Guard A guard of the city watch is the main force protecting Vallagne. They are expected to be at the ready in emergencies and to stand guard at different events in uniform when requested. The majority of the Watch shall retain this rank, acting the primary force within the city of Vallagne. Recruit The recruits of the Watch are expected to do their best to assist the Watch and learn as much as they can until they are confirmed as a full member of the City Watch. Those of this rank are often newcomers to the Watch; craftsmen, artisans, townsfolk and otherwise interested denizens who have a desire to aid the Commonwealth in a military capacity. PAYMENT Changing from the previous system, the Watch shall now be paid a salary for every Saint’s Week that they are active in the affairs of the Watch. For each Saint’s Week a Recruit or Guard of the Watch actively participates within the affairs of the city, be it through events, training or maintenance of order, they shall receive a stipend of ten mina. Officers shall receive fifteen mina, for aforementioned services rendered per Saint’s Week. In the case of lackluster performance, deemed such by an officer or member of the Chanzlé, pay may be withheld.   10. – the SOVEREIGN ORDER of the PETRINE LAUREL – Issued and averred by Her Majesty in the year of our Lord 1948 Within a Knightly Republic, chivalry is held to the highest degree, it is a part of the fabric of being of this Commonwealth. The men and women who attain such an honor must uphold these standards of legacy which they carry upon their shoulders at each waking moment. The Petrine Laurel in recent years has seen a decline, in both its presence and the knights which its ranks compose of. It is the hope of the Garmont Throne to rectify this, and reverse this trajectory altogether. Although a decline of the Petrine Laurel has occurred, a decline in the honor, valor, and will of the Petran people has not. It comes time now to replenish the ranks with these steadfast defenders of the ideals of this Commonwealth, and to reform the Petrine Laurel to attain such a standard. The Commonwealth places a special emphasis on the role of its chivalrous defenders, beyond the traditional conception of the role of a knight in warfare. To be a Knight of the Petrine Laurel is to serve this Commonwealth in its institutions, as well as the defense of the realm. They are the exemplars of what it is to be Petran, to take up the mantle of those illustrious defenders of liberty who came before them. Thus, Queen Catherine I, and the Lord Regent Konstantin von Theonus, declares the reformation of the Order of the Petrine Laurel. SQUIRESHIP Squires are hand picked by knights who are seated at the table. Their only requirement to be picked by a knight is that they must be in good standing both within Petra and with the Canonist Church. They are to be trained by and live with their knight. The skills which are required to be learned by any squire of a Knight of the Petrine Laurel are as follows: I. Squires will become proficient in their skill at arms, working under the tutelage of their knight to learn and master their skills. II. Given the expanded role which a Knight of the Petrine Laurel plays, any squire shall learn how to firstly read, and secondly how to properly write. Be it a missive, bill for the Garmont, or the etiquette of personal correspondence. III. Horsemanship shall be learned, and a good squire will learn how to properly maintain and care for a warhorse of Petran stock. IV. Speechcraft shall be learned too, given the role which a knight plays within the Commonwealth. This includes how to properly address a citizen, lord, or foreign dignitary should the need arise. V. The Commonwealth of the Petra is a pious Canonist realm, and as such any squire shall learn the tenets of Canonism, and how to act in accordance with this. VI. In accordance with this tenet above, a squire shall undergo a pilgrimage alongside their knight and an accompanying priest, connecting further with the spiritual aspect of their profession. A knight is not only a warrior and a scholar, but also a good Canonist. VII. Any squire shall as well undertake the pursuit of an art of their choosing, such as mastering the art of speechcraft, woodworking, alchemy, or any art approved by their knight. Additionally they are expected to be taught other matters and put through various other trials in order to prepare the knight for anything which they may encounter. THE KNIGHTS QUEST I. A Knight of the Petrine Laurel is an exemplar of the values of the Commonwealth, and as such must accrue a degree of renown throughout the Commonwealth for their deeds. This journey is not a one off process, instead being the sum total of many efforts spent aiding those within the realm. Their story must be one which does not ultimately only contain the slaying of a monster, for any sell-sword could do such if well enough prepared, instead, this story must demonstrate the qualities of the knight. II. Should the knight under which a squire pursues their Knights Quest perish during its duration, the squire shall be overseen by the Knight Commander, and allotted the rest of their time under their tutelage. Should they fail in their quest, they shall be required to squire once more under another knight until such a time they feel it fit to be given a second chance. III. Ultimately, whether the story of renown any squire is worthy of ascending to the mantle of Knight of the Petrine Laurel rests amongst the members themselves. Once a squire has completed their Knights Quest, a meeting of the seated members of the Laurel shall be called. Each knight shall review and judge the story of the prospective knight, with a majority of three fourth of the vote being required to admit a new knight to the Laurel. KNIGHTING Upon the completion of their knights quest, and the passing of the squire’s acts through the Table, the Knight Commander shall present their legend before the Court or Monarch, beguiling their tale before the people of the Commonwealth. Once the tale has been told, the Monarch, Regent, or Chancellor presiding shall knight the squire, bestowing upon them a Moniker worthy of a Knight of the Petrine Laurel, and the legend that they have told. KNIGHT RULES Knights of the Petrine Laurel are to be held to a high standard of honor, loyalty, and chivalry. Alongside the oaths that they swear upon their knighting, their duties are as follows; I. To protect the Royal Family of the Commonwealth, II. To uphold Canonism and its beliefs, III. To protect the defenseless, and the people of the Commonwealth, IV. To act with honor and chivalry, V. And to work to dislodge and keep out darkspawn and evil from the lands of the Petra. DUTIES OF KNIGHTS Knights within the Commonwealth have further duties than simply being well-trained combatants, historically the Knights of the Petrine Laurel acted as the main legislatures. The current Petrine Laurel finds itself in a middle ground where the Knights of the Order may be utilized in many ways. I. Certain Knights may be assigned as Governors of the different regions of the Crownlands, to watch over the homesteads and settlements that live there. II. The Monarch may ask the Knights to sit as advisors on their Council, with their unique view from their direct experiences among the Commonwealth III. The Knights may be called upon to act in the defense of both the Commonwealth of the Petra, and its allied nations in conflict, generally seeking to end bloodshed. IV. Each knight is expected to seek out a successor for their seat at the Round Table, but are limited to having no more than two squires at a time. THE KNIGHT COMMANDER The Knight Commander shall be the head of the Petrine Laurel, holding court over the Round Table as its head and final say over the Order. The Petrine Laurel shall vote for their preferred choice of Commander and it shall be confirmed by the Monarch or Regent. There has recently been an unfortunate string of vandalisms against the Church within Vallagne. Twice now, a criminal has smeared paint across Saint Edmond’s Abbey, covering statues, pews, the floor and even the walls. Both times, it has been cleaned up and mended. The second time it was found by the young Princess personally, who knelt on the wet floors and aided in the cleanup herself. With this most recent act, the Crown Princess issues a warning: For every act of vandalism against Canonism, A new shrine shall be erected within the Commonwealth. Until our borders are guarded by the Blessed, Our streets are lined with the Saints, And the Venerated watch the walls of Vallagne. Any that witness these acts of vandalism are urged to come forward, and the vandal themself is urged to surrender themselves unto the Crown or the Holy Mother Church.   14. – OFFICE OF THE ORATEUR, 1945 – Issued and averred by the ORATEUR, KIRSA TEMESCH Atstana de Regne Petrère 91 The Orateur, Kirsa Temesch, reading a book in her office. ABOUT THE OFFICE OF THE ORATEUR The Orateur, or the Grand Speaker, is the head of the Garmont Assembly, the legislative body of the Petra. The Orateur schedules and oversees the Garmont meetings, bringing forth the bills to be voted upon, moderating discussion, and running the votes. After each meeting, the Orateur shall take the bills to the Crown for assent should they be passed. The Garmont Assembly is the primary way to pass and change legislation within the Commonwealth. APPOINTMENT TO THE OFFICE OF THE ORATEUR Both the Orateur themselves and the Deputy Orateur are generally voted upon by the Garmont Assembly, then given assent by the Crown. Should the Crown not agree with the choice, or no choice was able to be finalized, then the Crown may pick the Orateur themselves. The choice of a Deputy Orateur does not necessarily mean that they shall become the Orateur themselves, as it will be brought to a vote in the final session of the previous Orateur. The lower positions, such as Assistant to the Orateur, and Scribes of the Garmont shall be hired directly by the Orateur at their leisure. THE DEPUTY ORATEUR - Adrian Godfrey The Deputy Orateur, as appointed by the Garmont Assemblies vote, shall be trained by the Orateur and shall periodically run the Garmont in the Orateurs stead should it be necessary. They should be available to assist members of the Garmont in writing or proofreading bills should they request it, and continue to write and present their own bills. Should they be standing in for the Orateur, they may not present their own personal bills during the session. ASSISTANT TO THE ORATEUR - VACANT The Assistant to the Orateur, as hired by the Orateur themselves, shall assist the Orateur in their duties and projects. Their duties are rather open, but they shall serve as a second hand for the Orateur. They may too stand in for the Orateur to run a session, but the Deputy Orateur should be offered the chance first should there be one. SCRIBE OF THE GARMONT There may be more than one scribe for the Garmont, and they shall assist the Orateur in any publications for the Office of the Orateur or, upon request, assist members of the Garmont in writing or proofreading bills for the Assembly to ensure a level of quality. They also shall assist in transcripts of the Garmont Sessions, and the electoral debates.   18. — THE GARMONT ASSEMBLY ELECTIONS OF 1943 — WITH THE NOMINATIONS COMPLETE, the citizens of the Commonwealth of the Petra must now come together to vote for who they wish to represent them on the Garmont Assembly. The voting shall remain open for 48 saints hours, and citizens will vote for their top three candidates, with three to be elected to the Assembly. Once the voting is concluded, the names shall be read in the square of Petra for all to hear who shall represent them. The vote itself shall begin shortly after the publication of the debate. Sigismund von Theonus was unfortunately unable to attend and was unable to send in his responses in due to unavoidable circumstances. WHAT ARE YOUR CURRENT OPINIONS ON THE POWERS OF THE RIVERGUARD? Atticus Lucien: It is my belief that the powers of the Riverguard, currently, lie where they should be. There's a careful balance between safeguarding our city, and overstepping from the matters of the military to the matters of the community- This is a line I have seen crossed time and again in cities beyond Vallagne, to unfortunate ends. One of the things that has always impacted me about our Commonwealth, from the moment I first set foot here, is how well that power is balanced. The Riverguard is exceptional in how it prioritizes keeping peace over unnecessary violence. The citizenry and the guard communicate and cooperate as a unit. If anything, it is this cooperation I believe should be expanded upon- The Riverguard and the populace serving each other mutually, to both both retain peace and prevent incidents before they begin. Increased communication, and a steadier flow of information about possible threats. If there is a flaw in how incidents are being handled, I believe that flaw lies in how information is passed between us. We need more consistent public notices about threats when they arrive, and these notices must be made easily accessible. Pelym-Vagil Rivers: Well Da riverguard is GREAT! I’m the captain of them! Florin Mitrea: As a current Riverguard member serving I would like to say I feel as though the Riverguards power is in a stable place, while anything can be overreaching or under reaching I feel that there is nothing but good intentions and leadership within the Riverguard which will lead us all to prosper if they're given the opportunity to thrive. Pharon Adiler: As the Lieutenant General of the Riverguard, the state of Petra is of utmost importance to me. I am confident that the Riverguard possesses the necessary capabilities to defend Petra, including administering appropriate punishments for certain crimes and supporting the commonwealth through donations in exchange for payment. However, we can continually improve. We need to take action to increase activity among our ranks to continue supporting Petra. Theoderic von Theonus: Ich believe the riverguard authority is in a good place right now. The recent edict was much needed and gave the more senior members of the guard the ability to oversee justice when confronted with a potential criminal. Such happened last saint’s day, when the arsonist was captured and put to justice for their crimes. Otherwise we have the necessary framework in place to support our operations, and my cousin has done excellent work getting the guard to its state today. HOW DO YOU FEEL ABOUT THE INFRASTRUCTURE WITHIN THE COMMONWEALTH? Atticus Lucien: Our infrastructure is currently undergoing vast improvements, which I can only applaud. It is incredibly busy work. It is my belief our priorities should now be focused primarily on shops, and housing- As Petra grows, more will look to us for To build a family, or to expand a business. And in turn, their presence will strengthen our stability. We should welcome them, I believe, with open arms. And to do that we need more homes to offer, as well as more storefronts for interested merchants that are actively maintained- The latter will bring not only more mina to our local economy, but more people to our streets. Pelym-Vagil Rivers: Its Dogshit - Da main gates fucked, no road to Aaun, Da houses burn down and da ugly ass palace blocks my view out my window. Main issue right now is that the main gate and the brideimean Ibridge. Or the north gate as our queen calls it. Nub know it west. It wooden but cool wooden. With a roof. Florin Mitrea: Currently as someone who lives in the Barracks I am not the most knowledgeable on such things, while I do move about the city for my role as a guard I do realize the mass disparity in wealth, some places have much more than others, not that society is built in a way that can support everyone sharing large homes, but in the hopes we can improve our roads in every area, and in the hopes that we can provide for the people who are lacking in funds to pay for housing they may need. Pharon Adiler: I have always admired the infrastructure of the Commonwealth. The buildings have an appealing and sturdy appearance, and accessibility has never been a concern. However, my only concern is the lack of housing. I believe that more housing would promote growth in Petra and accommodate many new civilians. Fortunately, I have heard news of plans to address this issue, so it may soon be resolved. Theoderic von Theonus: There is certainly room for improvement for infrastructure in our great nation. Ich have come up with a route for roads leading east from the city and am nearly ready to begin building the road. We also need housing, and the recent plan to renovate the town hall brought to my attention will also see the construction of at least three new homes, which will also be built soon. Philip Halcourt: We stand in the center of the greatest place in the continent. Our wealth comes from this river and yet we have ONE dock. It should be the priority of our nation to build a fleet of river going vessels to increase trade! And bring about a better future. Also we need a road from the east gate to the Von Theonus keep because it is just very inconvenient to take the long way. I have seen adults and newcomers to Petra turned away because we don't have enough homes! WHAT ARE YOUR OPINIONS ON THE STATE OF THE LAWBOOK? Atticus Lucien: I believe that our current lawbook has room to grow, as our city continues to grow. Though the laws we have instated currently are well-written, and considerate of the citizenry, we are faced with constantly changing circumstances. I believe we must be prepared to add to these laws swiftly, but with due diligence, should these circumstances continue to arrive- An example being the recent string of arsons we have suffered, which raises the need for legislation- Or at the very least, consideration and organization- Regarding fire prevention. However, I have a concern regarding the civilian's obligation to carry a weapon and defend the commonwealth. I believe that it is necessary for the civilians to receive free training to fulfill this responsibility. The Riverguard could take charge of providing this training to any civilian who wishes to receive it, either publicly or privately, Theoderic von Theonus: The lawbook is extensive, but as I've noticed as a spectator to the Garmont Assembly there is room for improvement. The previous electors have done a good job making modifications where needed and I look forward to having my own opportunity to make modifications where possible, which includes a general review of the laws, and how they're written.   20. 1943 NOMINATIONS TO THE GARMONT ASSEMBLY AS BY VOTE OF THE GARMONT ASSEMBLY, ballots must be cast to decide a new round of electors to represent the citizenry of the Commonwealth within legislation.   21. – A Tragic Carriage Accident – It was a cold, dewy morning. Adrian Sarkozic used to always like adventures, horses, river boats, or just going on foot. Normally, there was company that he enjoyed spending time with. The slower and more chaotic methods of travel always seemed to benefit the lifestyle that he, and his future wife leaned towards. Since her death, he chose carriages. The dirt was frozen, frost bubbling up the ground. Their love had been a whirlwind. It came as quickly as she had gone. From meeting, to exploring, falling in love, proposing, getting married and having their twins, and then her fever. Adrian was a widower, and he was a new father, and he was sad. Wind whistled through the gulley the river ran in. He couldn’t decide which day of their time together had been his favorite. They all stood out so starkly in his mind. The view from the top of the pyramid where they decided to get married. The scene of Winifred in her wedding dress. The simple day that they spent in Numendil. But he knew which day had been the worst. The wheel on the carriage slipped in the frozen muck. The day that Winifreds fever took her. That would always run through his mind as the worst scene he had witnessed. Oddly enough, he had one simple relief in her death; that it hadn’t been the same day that the twins were born. He didn’t like to see her slow descent into pain and weakness. Watching it take her slowly was painful, but he was just glad that the twins' birthday itself didn’t share the date with her death. The horse whinnied as the weight of the carriage pulled it down the cliff face. At least their opening wasn’t her immediate close. She was able to see and hold her children, and for that at least, he was glad. Sometimes, in the months following, he wondered if she was relieved when she went. If she were glad that she didn’t have to live under the weight of a crown she didn’t enjoy the vanity of. He hoped so. Rocks came tumbling down with it, as they hurtled towards the ground and river below. Now, he thought of how ‘they’ always said that your life flashes before your eyes as you die. He was only thinking of his time with her. The life that they had together, and how short but full it had been. Adrian only hoped that after the rewind, she would be there waiting for him. It was a cold, dewy morning. The dirt was frozen, frost bubbling up the ground. Wind whistled through the gulley the river ran in. The wheel on the carriage slipped in the frozen muck. The horse whinnied as the weight of the carriage pulled it down the cliff face. Rocks came tumbling down with it, as they hurtled towards the ground and river below. The carriage smashed into the riverbed, and Adrian Sarkozic never climbed from the rubble. And so the whirlwind love stopped blowing. But the Petra river kept flowing.

Catriona, as she is being called through her childhood, would hold up a little felt living doll she had named Dame Winifred, assuming that it moves through the spirit of her dead mother.   25. — RESULTS OF THE PETRAN ELECTIONS OF 1933 — WITH VOTING CLOSED, the citizens of the Commonwealth of the Petra have chosen those to represent them on the Round Table, alongside the Petrine Knights. The polling was close for the entire duration of the 48 hours allotted, and there were multiple close calls. There were multiple ties throughout the race, and many only pulled ahead in the final votes. In total, the elections had 4600 votes cast, with 400 being deemed invalid, only 8.7%. 17.1% of the votes were cast by elves, 2.4% by dwarves, 4.8% specified adunian human, with the vast majority being 73.2% being human. The age range of the Petran voters was also rather interesting, with 400 voters at the age of 21, 300 at the age of 20, 22, 27, and 31. As for the results: Xavier Adiler - 1300 votes, not elected.
