The Citadel of Darkhaven is a Semi-Autonomous state headed by the Twilight Council within the Princedom of Malinor.

 

The Twilight Prince

"In the twilight, my will is absolute."

The Prince represents Darkhaven in all affairs pertaining to the Citadel. The Prince or Princess serves as the arbiter of the Che'el's people in courts of law, and have the power to bot dismiss, and begin a court session. They shall assume a second task, be it either the Blade, Caretaker, or the Hand while in power. The Prince's word is final in most cases, excluding occasions of delicate topic. Should the council reach a conclusive vote to remove the Prince, they shall step down, as the council decides upon the next Prince.

The Twilight Blade

"In the twilight, I guide by blade."

The Blade organizes the defense of the Mali’ker people, and the realm they reside within. He is the ultimate enforcer of the law, and is to be respected amongst the Mali’ker clans. He/She will be given  control of “The Kyorel", Darkhaven’s military force.

The Twilight Caretakers

"In the twilight, they shall learn."

 The Mali’ker who guides their kin in the cultural aspects of life, each chosen to represent the varying forms of culture within Darkhaven’s forests. They hold absolute control over all issues regarding culture, as well as the grounds upon which religious matters take place.



The Missionaries of Twilight

"Be it dusk or dawn, we shall teach by example."

The Missionaries assist the Caretakers in scouring the land for Mali’ker to guide them in life, and ultimately to Darkhaven. Here, they will assure all Mali’ker are united with their kin and culture.

The Twilight Hand

"In the twilight, I shall maintain bliss."

The Hand sees to the management of Darkhaven and it’s surrounding lands, both ensuring that the residents within are happy, employed, and housed, as well as ensuring the forest itself is in a state of peace. This position will assume numerous advisors and assistants of the holder’s choice, to ensure the utmost efficiency in the realms managerial matters.

 

The Assistant of Economics

"As I breathe, they shall prosper."

An assistant to the Hand, the Assistant of Economics controls all matters regarding trade, currency, and employment within Darkhaven.

Darkhaven Law

  • Dark Magic within the Che’el is strictly forbidden.

    • All forms of Dark Arcana shall henceforth be forbidden within the confines of our Che’el.

    • As well, all forms of Fi’hiiran’tanya are heavily frowned upon and also not wished within the Che’el.

  • All forms of Arson will not be tolerated.

    • Be this by normal, alchemical, or magical means to burn the trees and home of Malin’s children of Shadow is a crime of horrid proportion.



  • The permittance of Non-Mali’ker races into Darkhaven is only to be accepted if the individual is guided by a Mali’ker of pure descendance. The Mali’ker clans and citizens may decide upon if the alien race is to be accepted into their home. If they do not permit it, the guide must restrain the being. Failure to do so will result in punishment, as decided by the Kyorel and Prince.

  • The use of logic is demanded. If you are punished for any law not listed above, do consider your previous actions. Did you rush to assist a murderer, rather than the Kyorel assaulting said murderer? Did you burn down a house, and then fail to hide the evidence? If so, do not fail to expect punishment. Think, llir.

  • Physical violence aiming to harm another civilian or official is prohibited, exempt certain circumstances. Physical violence aiming to lethally harm another civilian or official is strictly prohibited.

  • Verbal violence is prohibited.

  • Vigilantism is strictly prohibited.

  • The unreasonable disregard of Kyorel requests is prohibited.

  • Theft is prohibited.

  • Fraud is strictly prohibited.

  • Concealing of one's identity is prohibited, exempt certain circumstances approved by officials.

  • Endangering the security of the settlement is strictly prohibited.

  • Kyorel have the right to detain any person for the reason of a search.

  • Disrespect towards another's culture is intolerable.

  • Citizens have the right to a home pertaining to their needs.

  • All citizens have the right to life.

 

Citizenship & Passport Applications: (As taken from the written laws of the former, “Empire of Darkhaven”, Circa “The Holy Princedom”.)

To apply for a citizenship in the Citadel of Darkhaven. One should have a clean criminal record or declare criminal convictions which will then be reviewed when looking to grant citizenship. To acquire a passport one must pay a fee of 50 minas. If one is a travelling merchant, one will require a temporary place of residence. By acquiring a passport, one agrees to abide by all laws of the Citadel and be affected by any penalties.


The following document is to be filled out to the full extent of one’s honesty and truth. All fraud will be punished and an elven month exclusion period will be enforced.

Point of Clarification

The Twilight Council as mentioned in this document is the Council of Darkhaven. This means that their jurisdiction extends only over those residing in Darkhaven. They also take care of all ‘functional’ aspects of government.


The Council of Mali’ker is divided into three sections (regardless of the city in which Mali’ker reside]. This council is defined by the Mali’ker Societal Codes.


The Full Council

All Mali’ker families of Anthos will have access to these meetings. A chosen representative from each will be able to attend as ‘Familiar Representative of the …’. This Council would meet on a bi-elven-weekly basis to discuss matters globally affecting the Mali’ker race. To retain order in this Council, three members would be elected upon and these would settle senseless arguments during the assemblies.

The Major Semi-Council

Families of the Mali’ker elitist or otherwise known noble lineage would seat on this Council. Each family would chose a representative and assistant. They would be named ‘High Councillor of the … Family’. Each family present to this Council would have a certain area in which they specialised, be it military, foreign relations… etc.

The Minor Semi-Council

Those families of a lesser blood, however still part of the society, would chose a representative to attend this Council. They would be named ‘Councillor of the … Family’. Each family present would specialise in areas of their own choice, contributing to the work of the Major Semi-Council.

 

These do not bear any decisions pertaining to Darkhaven nor have authority over what happens in Darkhaven. However these make decisions upon the overall well-being of the Dark Elves. At times, these councils will be able to influence decisions made by the Darkhaven Council.

Locked within the confines of cavern-walls and neat-built brick halls sits a lone figure clad in tattered attire; skulls adorning his person, a display of the victim he had trapped within corners, of opposing warriors he had slain. Odd, blue eyes that bear an odd, dilated abnormality flick over one of many posters of this Darkhaven's propaganda.

His lips pursed together, features hardening as he spots several displeasing details hidden about the scripture. They use.. his language, but these Dark-Elves are not what he is. Are they not aware they steal the sacred dialect of his kind, of his culture? He was watched these Dark-Elves rise up with their false superiority ever since they managed to claw their out of Menorcress, and now they bear the audacity to steal what is not theirs after their race endured an era of servitude to his own.

Unacceptable.

A glance is shot at the bone-strewn bow that leans against his wall. Perhaps it was time to hunt. It has been long since he had snuffed the flame of life from a surfacer's eyes. A small, crooked grin settled upon his lips as he garners an amusing thought -- perhaps they assumed, if they ran away, their prior masters would not punish them for this disparage. Little did they know..

Orcs hearing about another place to attack sharpen there weapons. They also prepare rope and nets for snaga taking. They don't have any maps so they wander around elvish lands for a bit. They don't find darkhaven.
